The Issue

To:

The Chairperson, Central Board of Secondary Education (CBSE)

The Director, National Council of Educational Research and Training (NCERT)

The Union Minister of Education, Government of India

The Problem (From a Student's Perspective):

We, the students of Class 9, are facing immense uncertainty and mental stress due to repeated delays in textbook distribution:

Broken Promises: On March 13, it was announced that the Class 9 curriculum would be revised. Only 1–2 books arrived in April, with promises that the rest would follow shortly. A couple more arrived in May, while Hindi-medium books were delayed until mid-July. To this day, the Hindi edition of the Social Science textbook is still not properly available.

September is Ending, Books Are Still Missing: We were assured that Mathematics Part-II and Social Science Part-II would be released by August. It is now late September, the second semester (Term-2) has begun, and these essential textbooks are nowhere to be found.

Loss for Teachers and Students: Since CBSE rules strictly prohibit schools from using alternative textbooks, teachers are forced to rely on guesswork. In earlier terms, teachers taught concepts on their own, but when official books finally arrived, the content was completely different—forcing them to re-teach the syllabus and wasting crucial learning time.

Under strict CBSE mandates, we cannot rely on private reference books. Preparing for exams without textbooks is severely impacting our mental health and academic progress.

Our Demands:

Immediate Distribution: Release Maths Part-II, Social Science Part-II, and all Hindi-medium textbooks immediately in print and as free downloadable PDFs.

Syllabus & Examination Relief: Ensure that upcoming school exams only cover topics from textbooks that were delivered to students on time.

Clear & Official Timeline: NCERT and CBSE must publish fixed, transparent release dates for every pending textbook on their official websites.

Prevent Re-teaching Delays: Issue clear guidelines for teachers so students do not suffer from incorrect or speculative study material.
