The Issue

Every day in America, healthy, adoptable dogs and cats are put to death — not because they are sick, not because they are dangerous, but because the shelter ran out of room.

Our shelters and rescues are at maximum capacity. County pounds are forced to make heartbreaking decisions to euthanize thousands of healthy animals every year due to a lack of space and basic resources. We cannot keep using euthanasia as the answer to overcrowding.

We, the undersigned, call on our governors, our state legislators, and the President of the United States to take immediate action:

1. Fund shelter infrastructure and expansion — modernize outdated county pounds, expand kennel capacity, and support emergency intake facilities.
2. Subsidize high-volume, low-cost spay and neuter clinics, especially in underserved rural and suburban areas, to stop overpopulation at its root.
3. Strengthen rescue transfer and placement networks so animals move quickly out of overcrowded facilities and into safe homes.
4. Fund pet retention and community support programs — pet food banks and low-cost veterinary care — so struggling families are not forced to surrender the animals they love.

Every nation is judged by their treatment of animals. Sign this petition, share it with everyone you know, and send a letter to your governor today. Together we can end the needless killing and give every shelter animal the chance it deserves.
