The Issue

Drag is a form of artistic expression that has long been part of Kentucky’s cultural fabric—from Pride festivals in Lexington to local theater stages across the Commonwealth. House Bill 360 does not create new standards for decency; it singles out a specific group of performers and, by extension, the LGBTQ+ community itself.

As LGBTQ+ Kentuckians and allies, we are deeply concerned that this bill sends a dangerous message: that queer identity and gender expression are inherently inappropriate or criminal. Existing laws already protect children from genuinely explicit conduct. HB 360 goes further by targeting drag as a category, blurring the line between legitimate public safety concerns and discrimination against people based on how they express themselves.

Parents already have the right and responsibility to decide which events are appropriate for their children. Government overreach into lawful artistic performances undermines both family choice and constitutional freedoms

We call on the Kentucky House and Senate to vote no on HB 360 and urge Governor Andy Beshear to veto this bill if it reaches his desk. LGBTQ+ people and culture are not a threat. Our Commonwealth is strongest when it defends the dignity and rights of all its residents.
