Stop Illegal Extremist Recruitment & Training. Protect Vulnerable Youth in Pakistan
The Issue
National Counter Terrorism Authority (NACTA)
Federal Investigation Agency (FIA)
Inspectors General of Police (Provincial CTDs)
Every citizen has a fundamental right to live in peace, security, and dignity.
Despite clear legal prohibitions under the Anti-Terrorism Act (ATA) 1997 & explicit constitutional guarantees under Articles 9 (Right to Life) and 256 (Prohibition of Private Armies) of the Constitution of Pakistan, outlawed extremist networks continue to operate in plain sight.
Using front organizations, re-branded charities, and unregulated facilities, these entities actively recruit, exploit, and manipulate impoverished youth and innocent citizens.
Allowing illegal networks to collect funds, host public / mass gatherings, and maintain recruitment hubs directly undermines the rule of law, state security, and public interest.
State institutions already possess the statutory authority to act- what is required now is immediate and transparent enforcement.
I, Shahid & We, the undersigned citizens, demand that state authorities carry out their legal duties without exception: Seal All Illegal Recruitment Hubs: Direct the Counter-Terrorism Department (CTD) and restrict provincial police to immediately investigate, audit, and seal all centers, facilities, and nurseries recruiting vulnerable individuals into extremist networks.
Enforce Bans on Re-branded Entities
Direct NACTA and the Ministry of Interior to enforce Sections 11-B, 11-E, and 11-F of the Anti-Terrorism Act 1997 by taking strict legal action against proscribed organizations attempting to operate under new names or front charities.
Cut Off Illegal Financial Networks Including Bitcoin Mining Agencies in Relationships:
Direct the Federal Investigation Agency (FIA) and State Bank of Pakistan to trace, audit, and freeze all public fund-collection drives, bank accounts, and digital wallets financing these illegal operations.
Establish Protection and Rehabilitation: Formulate a comprehensive state-backed protection and rehabilitation policy to rescue, safeguard, and reintegrate youth who have been targeted or exploited by these networks.
Sign this petition to demand equal enforcement of the law, protect our communities, and safeguard the future of Pakistan’s youth.
