The Issue

Living in our neighborhood has turned into a nightmare due to the constant roar of motorcycles equipped with modified silencers and the harsh consequences are taking a toll on our health and circadian rhythm of the body Even with windows shut we're not spared the deafening noise levels that disrupt our rest at night too. The health repercussions to many of us are severe. Sleep deprivation from constant disturbances has led to chronic fatigue, heightened stress, and concerning cardiovascular issues including elevated blood pressure and heart complications. Our story is not unique; studies consistently show that exposure to noise pollution can lead to various health issues such as increased risk of heart disease, mental health concerns, and cognitive impairments. This could be your story too, wherever you stay. If this stays with you, sign and share this petition, to make a difference .

Day and night, motorbikers with illegally modified silencers are using Palm Beach Road and the service roads of Seawoods, Nerul as a racing track. It is worst around 3 AM and 5 AM, when they speed up and down, and vanish before anyone can note a number plate.

The law is clear:

The legal noise limit allowable in residential areas is 55 dB(A) by day (6 AM–10 PM) and 45 dB(A) at night (10 PM–6 AM), under the Noise Pollution (Regulation and Control) Rules, 2000.
Readings at our homes , over 50 mts from the highway have gone above 85 dB as these bikes pass.
Modified silencers, racing, speeding and jumping signals are all offences under the Motor Vehicles Act, 1988.

Why it matters:

Sleep: Families are woken night after night. Long-term sleep loss is linked to heart disease and many other mental health issues .
Daytime: Patients, senior citizens, children and people working from home suffer during the day too
Safety: Speeding through red lights puts walkers, cyclists and other drivers at risk.
Wildlife: Palm Beach Road runs alongside mangroves and wetlands, including the NRI and TS Chanakya wetlands, which host migratory birds such as flamingos. The noise is driving birds away from this habitat and what was once a thriving bird sanctuary ( over 140 species of birds ) now hosts very few varieties of birds

We have written and made several representations to the police, followed up with MPCB and the NMMC , and gone to the traffic police in person. We are told the riders are too fast to catch and very powerful to enforce. Responsibility is split between several agencies, so nothing changes.

Yet the police have run successful crackdowns on modified silencers before (see sources). It can be done.

We urge the authorities to:

Run regular checks on Palm Beach Road, day and night and especially between 2 AM and 6 AM, and seize modified silencers.                                                                                                                                                                                                                                                                Take harsh action, as some Traffic Commissioners have done in the past, In Mumbai ( Links attached )
Install speed and number-plate cameras that work at night, with automatic e-challans.
Act against repeat offenders and the garages that fit illegal silencers.
Monitor noise on Palm Beach Road and publish the readings.
Set up a joint Police–RTO–MPCB–NMMC task force with one nodal officer. Provide a hot line that works and takes action and an app link on which images and complaints can be lodged.

Peace and quiet at home is part of our right to life and is threatening our lives .
