Stop illegal and cruel poaching of wildlife in Northern India

The Issue

Ministry of Environment, Forest & Climate Change AND Wildlife Crime Control Bureau, please take action against such illegal, cruel and rampant poaching of wildlife:
Wildlife poaching has reached higher levels of excess and cruelty in certain provinces of North India. Wildlife like wild boars, porcupines, hares, civets, monitor lizards, etc are brutally killed in manners, that will horrify a civilised and empathetic human. Here is a general sequence of a hunt: The animal is stalked by hunting dogs, with the hunters in the trail--> Once cornered, the animal is mauled viciously by the dogs, with its body parts being ripped apart --> Sometimes, while the dogs are mauling the animal, the hunters pierce them with spears or other pointed object to make it more painful --> The animal then meets its end due to excessive blood loss or wounds due to mauling and piercing or sometimes gets bludgeoned to death.
The worst aspect is yet to be revealed!
Most of these hunts are recorded on video and circulated with the intent of showing bravado in the act of hunting. Vicious tortures inflicted are captured both on video and pictures are taken. The hunting dogs are trained by starving them and then releasing local strays, to be mauled by them. The victims are mostly stray dogs and cats

We should know, these acts of poaching are illegal and are in contravention to the law of the land. While the list of acts mentioned hereunder are not exhaustive, it should help emphasize the extent of illegality associated with such poaching practices:
#1. Section 9 of Wildlife Protection Act (henceforth referred as WPA) prohibits hunting of wild animals 
#2 Section 39 of WPA, states that wild animals are government property and prevents their killing under poaching practices
#3 Section 51 prescribes the penalties for offenses like poaching. Punishment may extend to a jail term of up to 7 years and fine of at least INR 10,000.
We should also know, that our laws prevent such heinous crimes on animals and empowers the authorities to take needful actions.
An update on the matter: Taking cognizance of this serious issue, the Central Government’s Statutory Advisory Body - Animal Welfare Board of India has written to the Special Chief Secretary of Punjab Government asking him to take immediate action in these matters of dog fighting and wild animal hunting and poaching. Not much has been done by the wildlife officials in Punjab in this regard. We need your help to urge state wildlife officials to take immediate steps to stop these acts and bring perpetrators to justice.

An activist named Abhinav Srihan has painstakingly collected more than 800 videos and pictures of these gruesome acts. They can be accessed on his Instagram account @abhinavsrihan. Some of the videos and pictures will be posted in this petition as well but only with the intent of exposing the extent of gruesomeness involved.
