Dear Senators of The Republic of the Philippines,

I hope this message finds you well.

I am one of the many Filipinos, your own countryman who would like to express dismay in the newly proposed bill HTB 6522 - https://hrep-website.s3.ap-southeast-1.amazonaws.com/legisdocs/third_19/HBT6522.pdf — Here’s the file taken from the House of Representative’s website.

We want to be straightforward and clear that WE DO NOT AGREE / ACCEDE IN THE STIPULATED PROVISIONS OF THIS HORRIFYING BILL THAT THREATENS OUR SOVEREIGNTY AND FREEDOM. The alarming content were identified and discussed by TRUSTED LAWYERS of CDC PH (Concerned Doctors and Citizens of the Philippines).

I would like to list main points about the bill that are deeply disturbing to us, the Filipino citizens: 

• Quarantine involves the restriction of activities or separation from others of suspect persons who are not ill or of suspect baggage, containers, goods [Sec.4(n)]

  -- THIS CLEARLY MEANS DEPRIVATION OF LIBERTY AND PROPERTY WITHOUT DUE PROCESS!

• Incorporates the WHO's International Health Regulations (IHR) into local Philippine law, enabling the WHO to define standards countries must meet to be able to prevent, detect and respond to public health threats [Sec. 4(h)]; lead in implementing IHR processes in the Philippines [Secs. 6 and 7 (a)]                                   -- THIS IS CLEARLY UNDUE INTRUSION BY THE WHO INTO LOCAL PUBLIC HEALTH GOVERNANCE AND SOVEREIGNTY!

• Immunity from liability of program implementers, public officials and employees, healthcare workers and non- healthcare workers, public or private, authorized to carry out emergency response, except in the case of willful misconduct or gross negligence [Sec. 21]

  -- NO PUBLIC ACCOUNTABILITY!

• NTC or domestic telcos shall provide location information of patients or persons suspected of contracting disease [Sec. 12(f)]

  -- MEANING NO RIGHT TO PRIVACY, SIM REGISTRATION FOR SURVEILLANCE!

• May request PNP or NBI to locate patients or persons suspected of contracting communicable disease

  [Sec. 11(e)7]

  -- NO RIGHT TO PRIVACY!

• "Expert" pool compensation exempt from regulations of CSC, experts allowed to practice profession and receive additional compensation from such engagements

  [Sec. 9 ji and iii]

  -- CLEARLY SIGNIFYING CONFLICT OF INTEREST!

•  The Secretary of Health, in case of public health event, may promote the treatment of vaccination, or immunization against a contagious disease, compelling the isolation or quarantine of person who are unable or unwilling, for reasons of health, religion or conscience to undergo immunization or treatment.    --This is unconstitutional and violates human rights!

These are just a portion of the unconstitutional content of this proposed bill. This is inhumane. Is this just a prelude to totalitarian control? The start of a nationwide tyranny? 

 

Please, Senators, please look back for one moment and reflect why you all are in public service, why you chose to serve the Filipinos and why we elected you to your posts. Please pause & pray to God Almighty and use your talents, authority and wisdom for the good of our nation, your countrymen.We pray to God that you, our government won’t give in to this planned tyranny. PLEASE THINK IT OVER and DO NOT PASS THIS BILL. Think of your families, our families and the future generations. 

 

Most people are already aware that we are living in the end times, as prophesied. PLEASE DO NOT PARTICIPATE IN ANY ACTS WHICH ARE ABOMINATION IN THE EYES OF OUR LORD GOD ALMIGHTY & WOULD DO HARM OR KILL YOUR FELLOW HUMAN BEINGS, AS WELL AS ANY OF GOD’S CREATION. 

 

Please do not take away our God-given free will and freedom from us. Do not give away your freedom as well on something that you will regret. We are praying for you to be enlightened by God’s graces, discernment and mercy.
