Stop Hawaii SB 13- Would Make Humanely Trapping A Cat A Crime
The Issue
SB 13, sponsored by Senator Donovan Dela Cruz, would create the offense of trapping feral cats. Engagement in a humane endeavor, like a trap, neuter/spay, vaccinate, and return program would not be a defense to prosecution. Violators would be guilty of a misdemeanor. Anyone who sold a cat trap or trapped a cat would be guilty of a misdemeanor. Police officers have more important matters to focus on than going after humanitarians who want to reduce the cat population.
Trap, neuter, vaccinate and return programs also save taxpayers money. They should be encouraged not criminalized. We want to humanely reduce the number of animals coming into shelters.
