IT - Stop alle guerre e alla violenza: rispetto per la Tregua Olimpica  Rio2016

Come gli antichi greci l'Europa dia un segnale della sua millenaria cultura: faccia cessare le guerre, i conflitti armati e le violenze in occasione delle Olimpiadi. Un’occasione per riflettere e aprire tavoli per una reale pacificazione tra i popoli.  C’è ancora la possibilità, attraverso il Consiglio di Sicurezza dell’ONU, di permettere alle Olimpiadi di Rio 2016 di essere un vero strumento per la Pace.

Perché è importante

Vuoi fermare i conflitti armati almeno per il tempo necessario a disputare le Olimpiadi? Abbiamo uno strumento, aiutaci a sensibilizzare chi come te crede che sia importante: la risoluzione sulla Tregua Olimpica firmata dall'Assemblea Generale dell'ONU può essere efficace se espressamente sostenuta dal Consiglio di Sicurezza dell’ONU.

Il periodo di "tregua olimpica", che è associato con la celebrazione delle Olimpiadi e Paralimpiadi di Rio 2016 è già iniziato e occorre fare presto per far sentire la nostra voce dei cittadini di ogni parte del mondo.

C’è stato un tempo di in cui gli eserciti si fermavano per consentire agli atleti di raggiungere Olympia e il dialogo prevaleva sulle ostilità tra i popoli in lotta. 

L'Ekecheiria, che in greco significa "alzare le mani", annunciava la celebrazione dei Giochi Olimpici e, con essi, la cessazione di tutti i conflitti che coinvolgevano le popolazioni di origine greca per un periodo che, secondo gli storici, andava da uno a tre mesi.

Nel 1992 il Comitato Olimpico Internazionale ha lanciato un appello affinché fosse osservata la Tregua e ha preso accordi con le Nazioni Unite per permettere agli atleti della ex Jugoslavia di partecipare ai Giochi della XXV Olimpiade a Barcellona.

Nel 1993 l’Assemblea Generale delle Nazioni Unite ha approvato per la prima volta una risoluzione per sollecitare il rispetto della Tregua durante i giochi. Da allora l’Assemblea ha più volte rinnovato tale decisione, ma la Tregua Olimpica non è stata mai rispettata.

La risoluzione approvata dall'Assemblea Generale dell'Onu non può, però, assumere carattere vincolante per gli Stati membri a differenza di quanto avviene con le risoluzioni approvate dal Consiglio di Sicurezza dell’ONU.

COSA CHIEDIAMO

La risoluzione per l'attivazione della Tregua Olimpica - “Sport for Peace and Development: Building a Peaceful and Better World through Sport and the Olympic Ideal”, approvata  dell’Assemblea Generale dell’Organizzazione delle Nazioni Unite (UNGA) a valere sul periodo di Tregua Olimpica associato ai Giochi Olimpici e Paralimpici di Rio de Janeiro nel 2016 - sia un’esplicita richiesta degli Stati firmatari, rivolta al Consiglio di Sicurezza dell’ONU, così che quest'ultimo renda vincolanti le decisioni assunte dall'Assemblea Generale sulla Tregua Olimpica.

Il Consiglio di Sicurezza dell’ONU potrà così deliberare le modalità per imporre agli Stati membri, i cui eserciti siano coinvolti in conflitti, come attuare le iniziative per fermare ogni azione offensiva nel periodo di Tregua Olimpica (29 luglio-25 settembre 2016) associato ai Giochi Olimpici e Paralimpici di Rio 2016.

Facciamo sentire la nostra voce per rendere vincolante la Tregua Olimpica.

EN - Stop The Wars and Violence: Respect for the Olympic Truce Rio2016

Like the ancient Greeks, Europe should give a signal of its millenary culture putting an end to wars, armed conflicts and violence during the Olympics. An opportunity to reflect and open tables for a real peace between peoples. There is still the possibility, through the United Nations Security Council, to allow the Olympics in Rio in 2016 to be a real tool for Peace.

Why it is important

Do you want to stop the armed conflicts at least during the period of the Olympics? We have an instrument, help us to raise awareness of those who, like you, believe it's important: the resolution on the Olympic Truce signed by the General Assembly of the United Nations can be effective if expressly supported by the United Nations Security Council.

The "Olympic Truce" period which is associated with the celebration of the Olympics and Paralympics in Rio2016 has already begun and we need to hurry to make our voice of citizens from all over the world heard.

There was a time when armies stopped to allow the athletes to reach Olympia and dialogue prevailed on the hostilities.

Ekecheiria, which in Greek means "raising the hands", announces the celebration of the Olympic Games and, with them, the suspension of all conflicts involving the Greek populations for a period which, according to historians, was going from one to three months.

In 1992, the International Olympic Committee launched an appeal for the truce to be observed and made arrangements with the United Nations to allow athletes from the former Yugoslavia to participate in the Games of the XXV Olympiad in Barcelona.

In 1993, the General Assembly of the United Nations approved for the first time a resolution to urge the observance of the Truce during the Games. Since then the Assembly has repeatedly renewed the decision, but the Olympic Truce was never respected.

The resolution adopted by the UN General Assembly can not, however, become binding upon the Member States as opposed to what happens with the resolutions adopted by the UN Security Council.

WHAT WE ARE ASKING

The resolution for the implementation of the Olympic Truce - “Sport for Peace and Development: Building a Peaceful and Better World through Sport and the Olympic Ideal” - should be an explicit request of the signatory States, addressed to the UN Security Council so that the latter makes the decisions taken by the General Assembly about the Olympic Truce binding.

The UN Security Council can then decide how to require the Member States, whose armies are involved in conflicts, to implement initiatives to stop any offensive action during the Olympic Truce (July 29 - September 25, 2016) associated with Rio 2016 Olympic and Paralympic Games.
