Every day you drive through Henderson County, a private corporation logs your movements.
The Henderson County Sheriff’s Department is using taxpayer dollars to fund Flock Safety Automated License Plate Readers (ALPRs). These cameras capture the license plate, make, model, and color of every single vehicle that passes them. They track where you go, when you leave, and who you visit—treating every law-abiding citizen in our county like a criminal suspect.
We, the residents and taxpayers of Henderson County, demand that the Board of Commissioners and the County Manager immediately end all funding and appropriations for this invasive surveillance technology.
-Here is why we must act now:
It Violates Our 4th Amendment Rights: Continuous, automated tracking without a warrant creates a digital dragnet. In Carpenter v. United States, the U.S. Supreme Court ruled that aggregate tracking of a person's public movements violates a reasonable expectation of privacy. Flock cameras violate our constitutional protections against warrantless searches.
-It Exposes Our County to Costly Lawsuits: Civil liberties groups are increasingly challenging these surveillance dragnets. Continuing to fund this technology exposes Henderson County to expensive civil rights litigation. This risks spending hundreds of thousands of taxpayer dollars on legal fees instead of schools, roads, or emergency services.
-Our Community Doesn’t Want It: Pervasive surveillance erodes the trust between law enforcement and the public. Henderson County residents value liberty and privacy. We do not support sending our hard-earned tax dollars to private tech corporations to build a continuous law enforcement checkpoint around our daily commutes, school drop-offs, and grocery trips.
True public safety relies on community trust, transparent policing, and investing in our people—not hidden cameras tracking free citizens.
Our Demand:
We call on the Henderson County Board of Commissioners and County Manager to:
Defund: Terminate all current and future budget lines for Flock Safety technology.
Decommission: Remove all Flock hardware from county property and rights-of-way.
Delete: Destroy all collected historical tracking data to protect our privacy.
