The Issue

Dear Roblox Corporation Management, VNG Games, and CEO David Baszucki,We, the international gaming community, are launching this petition to demand an immediate fix for the critical regional lock issue (VNG-lock). This systemic flaw has permanently trapped thousands of global Roblox user accounts inside the restricted Roblox VNG (Vietnam) ecosystem against their explicit will.Currently, players who have never resided in Vietnam, do not hold Vietnamese citizenship, and have no connection to the country are being permanently cut off from the global platform. This forced migration occurs due to automated IP detection glitches, app store regional bugs, or a single accidental click on a login prompt.1. Legal Invalidation: The Original Global Contract Must Take PriorityWhen creating a profile, every user signs a binding agreement directly with Roblox Corporation (Global Terms of Service). This original contract guarantees the user access to the worldwide platform, their virtual inventory, and global social features.VNG Games is merely a third-party publisher operating a localized version strictly to comply with Vietnamese regional laws. It is legally unacceptable for a third-party publisher’s localized agreement to completely override, overwrite, and permanently cancel a user's pre-existing global contract with Roblox Corp. If an account originated in Global Roblox, the owner must possess an unconditional legal right to revert back to the global service at any moment.2. Severe Violation of Minors' Rights and International Law (COPPA)The vast majority of affected Roblox users are children under the age of 13. The current Roblox VNG system allows a massive, complex list of legal adjustments and permanent terms to be accepted instantly with just "one click" upon launching the mobile app.Under international child protection regulations—including the Children's Online Privacy Protection Act (COPPA)—minors cannot legally bind themselves to a permanent regional agreement that forfeits data privacy and limits communication features without verified parental consent. Allowing a child to lose years of game progress, private data control, and financial investments over an accidental one-click prompt is entirely unlawful.3. Total Lack of Verification and Broken InfrastructureThe system fails to perform even basic verification checks, such as an official identification (ID) review or consistent IP-history tracking, before imposing the VNG user agreement and isolating the account. Once trapped, users face severe, game-breaking limitations:Absolute loss of access to the standard Global Roblox app on all mobile operating systems.Elimination of voice chat, website messaging systems, and almost all popular 13+ global experiences.Complete breakdown of customer service, where Roblox Global Support automatically routes tickets to VNG, and VNG support issues automated rejections.Roblox VNG was built solely for local residents of Vietnam. Holding international citizens and global players inside this localized zone against their will violates basic consumer rights, global data privacy laws, and fair business practices.Our Demands to Roblox Corp & VNG Corporation:Provide an absolute right of reversion: Implement a manual or automated system allowing any user who originally signed the Global ToS to terminate the Roblox VNG agreement and immediately transfer their profile back to the Global region.Mandatory Identity and Location Verification: Stop enforcing the VNG lock blindly. Introduce mandatory IP or official documentation checks to verify if a user is actually a resident of Vietnam before modifying their regional account status.Protect Underage Players: Completely ban permanent, one-click regional lock migrations for accounts belonging to users under 13/18 years old unless verified parental consent is provided.Restore our profiles, uphold your original Terms of Service, and let us play with the rest of the world!
