Animal Control in our city has limited power. If there was an ordinance protecting dogs and other pets who may be left out doors they'd be able to stop this abuse. In Winter or Summer shelters, homemade or manufactured, aren't enough to protect animals from weather extremes. Many people think since they have fur they can withstand extreme cold. Not so. And hot temps affect them more than it does humans. If we don't do something who will? I am hoping bringing it to the attention City of Waterloo City Council will help solve this issue. It will give Animal Control the power to save these animals from this abuse.
