Dog trainers are not required to have a license in any of the contiguous United States, which means there is nothing to ensure or measure a standard level of competence, safeguard the animals, or regulate the profession. In general, dog trainers are not supposed to operate without the consideration of state animal welfare laws, but some of them do. 

There are plenty of accounts and horror stories about trainers, and especially those who board and train, who have been seen violating animal welfare laws in their training methods, by way of starvation, shock, beatings, and drugs. Video evidence, eyewitness reports, and deceased dogs in multiple counts corroborate the gross misconduct. It needs to stop. There needs to be regulation. Animals have no voice, and we should help them.
