The Issue

Puppies are being left in cages and plastic totes alongside roads and near dumpsters in Jefferson County, Ohio.

This is not rehoming.

This is abandonment, and it is a form of animal cruelty.

The Jefferson County Humane Society is already stretched thin, managing a long waitlist of stray and humane cases. Now, a wave of deliberate abandonments is making things worse. "We're seeing puppies that are left in cages or in totes alongside roads, alongside dumpsters," said Brandi DeNoon-Damewood, the organization's development manager. "This is a newer issue that we have been seeing."

These animals are left exposed in the elements, dependent on a stranger passing by at the right moment. Meanwhile, neighbors who feed stray animals that show up on their property can become legally responsible for them under Ohio law, deepening the burden on everyday residents.

Ohio must do more to deter this behavior. Leaving a puppy in a cage on a roadside should carry real consequences, and local shelters need the resources to respond.
