The Issue

Namaste dosto 🙏

Aaj bhi hazaaron dogs gareeb shelters me stress aur ghabrahat me jee rahe hain—hum unke liye fight kar rahe hain

Main, ek concerned citizen of Delhi, yeh urgent appeal is liye kar raha hoon kyunki main public safety aur humane treatment dono ka supporter hoon. Delhi ke stray dogs hamare mohalla, galiyon aur ecosystem ka ek integral hissa hain.

Supreme Court ke haal ke decision ne 8 hafte ke andar Delhi ke saare stray dogs ko hataane ka order diya hai.

Yeh sudden aur blanket removal:

Cruel hai — animals ko unnecessary stress, injury aur death ka risk hoga

Unrealistic hai — Delhi me stray dogs ka estimated number 10 lakh se zyada hai, aur shelter capacity bahut kam hai

Illegal ho sakta hai — Animal Birth Control (Dogs) Rules, 2023 aur Prevention of Cruelty to Animals Act, 1960 ke provisions ke khilaf hai

---

Problems :

Unrealistic Execution Timeline

8 hafte me itne bade scale ka sterilization, vaccination aur relocation program practically impossible hai, sabi desh jinhone apne desh se dogs ko 100% sterilization aur vaccination kara unhe yeh karne mein 2-3 saal minimum lage hai example: Nederlands, Bhutan

Severe Infrastructure Gap

Delhi ke municipal shelters ki capacity sirf 4,000–5,000 animals ki hai, jabki population lakhs me hai (Aaj bhi hazaaron dogs gareeb shelters me stress aur ghabrahat me jee rahe hain—hum unke liye fight kar rahe hain)

Violation of ABC Rules, 2023

Stray dogs ko apne original location se remove nahi kiya jaa sakta except special circumstances (aggressive behaviour, rabies suspicion, ya injury)

Local Dog Feeders Ignored

court aur Government ne un community feeders ko ignore kiya hai jo apne khud ke paise se feeding, vaccination, sterilization karate hain, har dog ka behaviour jaante hain, aur injured dogs ka treatment arrange karte hain. Delhi High Court ne feeders ke rights ko recognise kiya hai aur harassment rokne ka order diya hai

Public Safety vs Cruelty

Rabies prevention targeted vaccination se possible hai, mass removal se nahi. WHO ke anusaar “mass culling/removal ineffective hai rabies control ke liye

Comparative International & Indian Models

Netherlands — 100% sterilization & vaccination, zero stray dog killing policy

Bhutan — Community involvement ke saath phased sterilization

Darjeeling — ABC program ke saath public awareness drives

Kisi bhi successful model ne sudden blanket removal ka rasta nahi apnaya

---

Proposed Solution

Phased Sterilization & Vaccination Drive (3–5 years)

Trained staff, NGOs aur local feeders ka active involvement,  local feeder ko apne area ke dogs ki achhe se jankari hoti isliye woh easily bata sakte hai konsa dog aggressive hai aur konsa shaant aur normal hai

Shelter Use Only for Special Cases

Sabi dogs ko shelters mein shift nahi kara jaaye; sirf aggressive, rabid, ya injured dogs ke liye sheltering baki normal aur healthy dogs ko unki jagah par rahne dia jaaye

Dog Population Mapping

Ward-level dog count, health & vaccination records with feeder cooperation taki pata chal sake ki problem kitni badi hai

Stoping & Punishment for Neglect and Abandonment

Delhi mein ek bahot common problem Abandonment ki ban gayi maximum log show ke liye ek dog le kar aa jate hai aur baad mein unse jab dog ko sambhala nahi jata to chod jate hai (Meine bhi inhi dongs mein se 2 dogs ko adopt kara hai)

Recognition & Legal Protection of Local Dog Feeders

Official registration, harassment ke against safeguards, aur ABC drives me inclusion

Public Education & Awareness

Rabies prevention aur dog behaviour training programs at schools & RWAs

---

Legal Grounds

Prevention of Cruelty to Animals Act, 1960 — Section 11 prohibits unnecessary pain & suffering to animals

Animal Birth Control (Dogs) Rules, 2023 — Relocation prohibited except in special conditions

Supreme Court Precedent — Animal Welfare Board of India vs. A. Nagaraja & Ors. (2014) — SC ne animals ke “Right to Live with Dignity” ko constitutional protection di hai (Article 21 read with 51A(g))

Delhi High Court Judgments — Local feeders ke rights ko recognise kiya gaya hai; harassment punishable hai

WHO Guidelines — Rabies control ke liye culling/removal ineffective hai; vaccination-based strategies effective hain

---

Why This Matters

Stray dogs apni baat khud nahi rakh sakte. Local feeders unki awaaz hain. Public safety aur animal welfare ek saath chal sakte hain — bas planning, compassion aur community involvement zaroori hai
