NOTICE OF COMPLAINT RESPONSE AND DEMAND FOR ACCOUNTABILITY

Subject: Ongoing Police Misconduct, Criminal Conspiracy, Psychological Harm, and Abuse of Legal Processes

Dear Sir Mark Rowley,

I write in a formal and urgent capacity to escalate the issues arising from my initial crime report filed on 03/03/2024, which has been mischaracterised as a mere “complaint” by Metropolitan Police staff—despite detailing serious criminal wrongdoing.

You may recall our prior encounter at the launch of A New Met for London, where you signed my copy of Strong Women Everywhere at Elim House on 02/09/2023. I had been invited by Nigel Pearce, and that event symbolised hope. Today, I regret to inform you that the reality is starkly different.

🔴 Criminal Acts and Legal Breaches
This correspondence is prompted by an escalating campaign of state-sponsored psychological and legal abuse, directed at me—a vulnerable individual. The perpetrators, including but not limited to uniformed police constables under your command, have knowingly and unlawfully:

Utilised intimidation and threats without lawful authority;
Pursued me using unlawfully obtained, sensitive, and confidential data;
Falsified court orders and official communications, amounting to forgery and counterfeiting;
Conspired to subject me to ongoing defamation, mail fraud, child endangerment, and trespass;
Engaged in organised racketeering and extortion, in direct violation of both civil and criminal law.
These actions are not isolated but coordinated, amounting to a criminal conspiracy contrary to common law and statutory duties.

⚖️ Violation of the Health and Safety at Work etc. Act 1974
The conduct of the involved officers has placed me under extreme alarm, distress, and humiliation, causing serious harm to my physical and psychological well-being—contrary to the Health and Safety at Work etc. Act 1974, Section 2 and 3, which place a duty on public employers to safeguard the welfare of individuals affected by their operations.

Their dereliction of duty contributed to the avoidable death of my husband, Arnold Tomlinson, on 08/04/2024—a direct consequence of malicious and unlawful actions intended to silence me as a whistleblower.

📚 Applicable Criminal Law & Penalties
I bring your attention to several breaches that carry significant custodial sentences, including:

Conspiracy to Defraud (R v Hollinshead [1985] AC 975)
Extortion / Blackmail, contrary to the Theft Act 1968, Section 21
Misconduct in Public Office (Attorney General’s Reference (No. 3 of 2003) [2004] EWCA Crim 868)
Data Protection Breaches under the Data Protection Act 2018
Mail Fraud – usage of postal systems to advance fraudulent schemes
Proceeds of Crime – material benefit from unlawful acts (Proceeds of Crime Act 2002)
Under these provisions, the parties involved could face up to 14 years' imprisonment, disqualification from public office, seizure of assets, and substantial civil damages.

📣 Public Awareness & Scambuster Campaign
This case forms part of the renowned national campaign exposing unlawful "court order scams", now featured on Scambuster.TV — which investigates how criminal networks abuse the court system for profit and coercion. The Metropolitan Police must not be complicit through inaction.

📜 Demands for Redress and Avoidance of Litigation
To resolve this matter without the need for prolonged civil and criminal litigation, I hereby demand:

A formal written apology from the Metropolitan Police Service for the trauma caused;
An immediate investigation into the conduct of named officers and their supervisors;
Compensation and redress for damages, costs incurred, and harm suffered;
Protective measures to prevent further abuse and unlawful surveillance or harassment.
Failure to act will result in proceedings against individuals and the force under:

Tort Law (including misfeasance in public office and negligence)
Human Rights Act 1998 (Article 3 – Prohibition of inhuman or degrading treatment; Article 8 – Right to private life)
Criminal law, supported by available case evidence and witness statements.
🔒 Request for Acknowledgment and Immediate Action
Please acknowledge receipt of this notice within 7 days. Failure to respond will be considered further evidence of wilful neglect and obstruction of justice.

A copy of my original crime report (reclassified by your office as a "complaint") is attached. I urge you to treat this matter with the utmost seriousness and respond accordingly.
