Clarence (Carl) Carte is the last and only remaining person  of interest in the unsolved homicide of our beloved Chautauqua County, NY community member, Yolanda Bindics. 

Yolanda went missing on August 10, 2004 after finishing her shift up at the Family Dollar store on Fluvanna in Jamestown, NY. Notably, she closed up the store within the same 10-minute timeframe Clarence Carte was observed on video surveillance exiting the Kwik Fill right across the street on Fluvanna Ave. in Jamestown, NY. Heartbreakingly, she was not seen again until her remains were discovered on September 10, 2006 when it was determined that she had become a victim of foul play. Justice has been long delayed and more people have been put directly in harms way as a result of that delay. 

WHERE IS HE NOW?
He was arrested over the weekend on 08-22-2025 in Marion County, FL for SEX ASSLT-W WEAPON OR FORCE SEX BATT VICTIM 12 YOA OLDER AND ALREADY POSTED THE 25,000 BAIL. Meaning, he is capable to harm again! His next court date is set for 9/24/2025 @9am.

I call on law-enforcement, courts, judges, local leaders and elected officials & potential jurors, to recognize the danger this individual presents to any and all communities he may travel through or integrate into. We the people are calling on the criminal justice system to charge and convict him to the fullest extent of the law, and leave no error or space for continued violent, repeat offenses within our general public and communities.

I further call on our communities to raise awareness and lend our collective voices to Yolanda Bindics and any other victim silenced and/or traumatized by this individual, to sign ✍️ and share the petition, & call 📞 any and ALL elected officials in Marion County, FL to inform them exactly who is released on bail currently.

If there are other victims or people with knowledge pertaining to the aforementioned crimes that never came forward previously out of fear or any other reason, we stand alongside you and there is no better time to come forward than now. If somebody that may have resided with or had interactions with Clarence and  is missing or have something helpful to report, please reach out to law enforcement in Chautauqua County, NY or Marion County, FL immediately.
