Petition to the United States Congress to Pass the Falun Gong Protection Act

To the Honorable Members of the United States Congress:

We, the undersigned, call upon members of the 119th Congress to swiftly cosponsor and pass the Falun Gong Protection Act (S.817 and H.R.1540), a critical piece of legislation aimed at combating the persecution faced by Falun Gong practitioners and the atrocity of forced organ harvesting in China. This bill serves as a crucial step toward upholding human rights, safeguarding religious freedom, and holding perpetrators accountable for these heinous crimes.

BACKGROUND

Falun Gong, also known as Falun Dafa, is a spiritual practice rooted in the principles of truthfulness, compassion, and forbearance. Since 1999, the Chinese Communist Party (CCP) has carried out a systematic campaign of persecution against Falun Gong practitioners, including wrongful imprisonment, torture, forced labor, and extrajudicial killings.

Numerous reports, including by the U.S. government and international human rights organizations, have documented that Falun Gong practitioners are among the primary victims of state-sponsored forced organ harvesting in China. This practice involves the non-consensual removal of organs from prisoners of conscience to supply China’s lucrative transplant industry. Investigations have revealed that organs in China are often procured on demand, with wait times of mere days or weeks—an impossibility without a live donor pool.

The Falun Gong Protection Act directly addresses this issue by imposing strict penalties on individuals and entities complicit in these crimes.

WHY THIS BILL IS URGENT

The Falun Gong Protection Act seeks to:

• Hold accountable individuals and entities involved in forced organ harvesting by imposing targeted sanctions and visa restrictions on those responsible.
• Prevent U.S. complicity by reassessing cooperation with China in the field of organ transplantation.
• Offer clarity on the nature of the regime’s persecution of Falun Gong by requiring an assessment of whether it is an atrocity (like genocide or crimes against humanity) under U.S. law.
• Work with international partners to expose and counter China’s persecution of Falun Gong and its illicit organ trade.
• Ensure transparency by mandating government reports on China's organ transplant policies and practices, including data on transplant wait times, donor sources, and U.S. funding linked to such research.

CALL TO ACTION

We, the undersigned individuals and organizations—including human rights defenders, religious freedom advocates, and concerned citizens—urge Members of Congress to:

1. Publicly cosponsor the Falun Gong Protection Act and support its swift passage through the legislative process in both the House of Representatives and the Senate.
2. Advocate for strong enforcement mechanisms to hold perpetrators of forced organ harvesting accountable.
3. Stand against transnational repression by ensuring that Falun Gong practitioners in the United States can live free from threats and intimidation by foreign actors.

CONCLUSION

The United States has long stood as a global leader in defending human rights and religious liberty. By passing the Falun Gong Protection Act, Congress will help ensure accountability for perpetrators, uphold medical ethics, save the innocent lives of both Falun Gong practitioners and other victims in China, and ensure that U.S. institutions are not complicit in some of the most egregious human rights violations of our time.
