無視できない、最も単純な問いです。

Why does abuse continue to rise, even today, all around the world?
なぜ、今日もなお、虐待は世界中で増え続けているのでしょうか？

We may have rules. We may have systems.
ルールも、制度も、あるかもしれません。
But, if they cannot stop abuse, then WHAT ARE WE PROTECTING?
でも、それで虐待が止まらないのなら、私たちは一体、何を守っているのでしょうか？

 

Our then-4-year-old son was subjected to psychological abuse at daycare in Japan for over 6 months.
わたしたちの当時4歳の息子が、日本の保育園で6か月以上にわたり心理的虐待を受けました。

Day after day, he was isolated from his peers and left to endure daycare alone.
日々、彼は他の園児たちから隔離され、たった一人で保育園の時間を耐え抜いていました。

 

 

OVER 6 LONG MONTHS.
6か月もの間です。

 

The daycare responded by shifting the issue, stating:
“If a child misbehaves, our actions are not considered abuse.”
保育園は、「園児に問題があれば虐待とはならない」と言及し、問題をすり替えた回答をしています。

However, the real issue is NOT “the child’s behavior,” but “the actions of the daycare teacher.”
しかし、論点は「子どもの行動」ではなく、「保育士の行為」です。

◆ Who's involved? / 誰が関わる問題なのか

ALL CHILDREN and their FAMILIES すべての子どもとその家族
ALL DAYCARES すべての保育園
ALL LEVELS OF GOVERNMENT — local, regional, national すべての行政機関（市町村・都道府県・国）

If this kind of SILENT ABUSE is tolerated, any child can become a victim—EVEN YOURS.
このような「見えない虐待」が許されるなら、次に傷つくのは、あなたのお子さんかもしれません。

ABUSE is not just about our son.
虐待は、わたしたちの息子だけの問題ではありません。
It could happen to any child.
どんな子どもにも起こり得ることです。
It concerns all children in daycare, their families, and the professionals responsible for their care.
これは、保育園に通うすべての子どもとその家族、そして保育に携わるすべての専門職に関わる問題です。

We must not force any child to endure life in a society that overlooks the harm done to them—whether because of hidden tacit collusion among local daycares, governments, and lawyers, or because of weak governmental response.
保育園・行政・弁護士の間の地域的な隠れた忖度や、行政の軟弱な対応によって「子どもが傷ついた」という事実を見過ごすような社会を、子どもたちに押しつけてはなりません。

◆ What we are calling for / 私たちが求めていること

We are calling on わたしたちは以下の組織に求めます:

• The Government of Japan 日本政府
• The Children and Families Agency of Japan 日本のこども家庭庁
• The United Nations Committee on the Rights of the Child（国連 子どもの権利委員会）

We urge them to take the following actions. わたしたちは以下の実現を求めます:

• Recognize and publicly declare that any isolation practices in daycare constitute psychological abuse.
  保育現場における「いかなる隔離行為」も、心理的虐待であると正式に認定・宣言すること。
• Establish clear national standards to prevent emotional neglect in childcare.
  心理的放置を防ぐための明確な国家基準を整備すること。
• Implement a stronger and more accessible child abuse reporting system.
  いかなる児童虐待に対しても、より強力でアクセスしやすい通報制度を確立すること。
• Ensure that the voices of children—based on their lived experiences—are prioritized over adult justifications in determining abuse.
  虐待の判断基準を「大人の言い訳」ではなく、「実際に体験した子どもの声」に基づくことを明確にすること。

◆ Why we must act now / なぜ「今」声を上げるのか

Current laws remain too weak to truly protect children and their families from abuse or inappropriate childcare.
現在の法律は、虐待や不適切な保育から子どもや家族を本当に守るには、まだあまりにも不十分です。

Many parents are forced to rely on daycare centers, even when they have serious concerns.
多くの保護者は、たとえ重大な不安を感じていても、保育園に頼らざるえを得ません。
And, most are left with no choice but to stay silent, thinking that speaking out might make things worse for their child.
そして、声を上げれば、子どもがもっと酷い扱いを受けるのではないかという恐れから、沈黙する以外に選択肢がないのが現実です。

This is not “protection.”
これは「保護」ではありません。
This is not a healthy system to raise any child.
これでは、誰一人健やかに育つことなどできません。

WE NEED A BIG CHANGE.
大きな変化が必要です。
WE MUST CHANGE HOW ABUSE IS RECOGNIZED—IN JAPAN AND AROUND THE WORLD.
日本でも、世界でも、虐待の「認識」そのものを変えなければなりません。

We must not justify isolation based on a child’s misbehavior.
子どもの行動を理由に、「隔離行為」を正当化してはなりません。

Daycares must never be allowed to isolate children at their sole discretion.
保育園は、独断による隔離を行ってはなりません。

We must not ignore a child’s desperate cry for HELP.
傷ついた子どもが決死の思いで発した「助けて」を、無視してはなりません。

If that child hadn’t spoken up, how long would the abuse have continued?
もしその子が「助けて」と言えなかったら、虐待はいつまで続いていたのでしょうか？

We speak up not out of anger, but out of love and responsibility—to protect every child’s dignity.
わたしたちが声を上げるのは、怒りではありません。子どもの尊厳と命を守る責任と愛があるからです。

Our Declaration / わたしたちの宣言

I, a parent, didn't rise to punish.
　裁くために立ち上がったんじゃない。
I stood up to end the abuse cycle.
　“断ち切る”ために立ち上がった。
For our son, and

To protect EVERY CHILD from SILENCE.
　子どもたちを声なき悲しみから守るために。

To the international community 国際社会の皆さんへ
Abuse is not a cultural issue—it’s a human rights violation.
虐待は文化の問題ではありません。それは明確な人権侵害です。
We urge global institutions and allies to stand with children everywhere,
and demand accountability when their voices are ignored.
子どもたちの声が無視されるとき、私たちは世界中の機関と人々に、共に立ち上がってほしいと願っています。

To every government entrusted with the lives of children 子どもたちの命を預かるすべての政府へ
Naming abuse is the first step to ending it.
虐待に「名前を与える」ことが、終わらせるための第一歩です。
Policies must be built on the truth of children’s lived experiences.
制度や政策は、子どもが実際に経験した真実を土台に制定すべきです。

To all parents and guardians around the world 世界中のすべての保護者の皆様へ
Your silence does not keep your child safe.
あなたの沈黙は、子どもを守る手段ではありません。
Your voice is power—not just for your child, but for all children.
あなたの声には力があります。それは、自分の子どもだけでなく、すべての子どもを守る力です。
Let us break the silence to end silent abuse, together.
いま、「見えない虐待」の根絶へ、共に「沈黙」を破りましょう。

No protection is needed for the comfort of adults at the cost of a child’s dignity.
大人の保身や都合のために、子どもの尊厳を犠牲にすることは許されません。
We choose to stand on the side of the voiceless—and we won’t stand down.
声なき者のために立ち上がります。そして、決して屈しません。

And until every child is heard, we will not be silent.
子どもたちの叫びが伝わるまで、わたしたちは提起し続けます。
