

Stop California from Rewarding Factory Farm Animal Abuse and Pollution
The Issue
California’s Low Carbon Fuel Standard (LCFS) was supposed to be a climate solution. But today, it’s become a dangerous loophole—one that rewards some of the state’s most polluting and inhumane industries.
Through its LCFS program, the California Air Resources Board (CARB) has created massive financial incentives for factory farms—specifically large-scale industrial dairies—to produce so-called “biogas” from manure. The problem? This policy doesn’t reduce pollution. It locks in the cruel and unsustainable factory farm model for decades to come.
By treating methane from livestock waste as a renewable fuel, CARB is funneling public resources into an industry that relies on the confinement of thousands of animals in conditions that would horrify most Californians. These massive operations concentrate pollution in rural and low-income communities, poison the air and water, and cause immeasurable suffering for animals forced to live in filth, pain, and overcrowding.
This isn’t climate progress—it’s greenwashing.
A new lawsuit filed by environmental and animal protection groups alleges that CARB ignored key safeguards in California law, failed to account for environmental harms, and prioritized industry profits over public health, justice, and the well-being of animals.
We cannot afford to call factory farm gas a solution. California must stop rewarding the very industries driving environmental degradation and animal cruelty.
We call on Governor Gavin Newsom and the California Air Resources Board to:
- Immediately suspend LCFS incentives for factory farm biogas projects.
- Reassess the environmental and ethical impacts of these subsidies.
- Invest instead in plant-based, regenerative, and truly sustainable food systems that benefit animals, communities, and the climate.
