Student Safety Community Petition | Page 1PETITION FOR IMMEDIATE ACTION

AGAINST BULLYING

To the School Leadership and Victorian Department of Education

We, the undersigned parents, families and members of our community, call for immediate and meaningful action

following a serious alleged bullying incident in which a seven-year-old student was physically injured and required

emergency medical treatment.

While doctors treated his injury, the child cried:

"He shouldn't have done this to me."

When his father asked who had done this, he cried: "THAT BULLY. He pushed me. He shouldn't have done

that to me."

No child should fear that attending school could result in bullying, intimidation, physical aggression or injury. This

petition is not about revenge, public humiliation or harassment of another child. It is about accountability,

intervention, rehabilitation, prevention and every child's right to be safe at school.

WE CALL FOR THE FOLLOWING ACTION

1. Formal investigation

Immediately and thoroughly investigate the incident, including relevant students, staff and witnesses and any

available evidence.

2. Suspension and appropriate disciplinary action

If the investigation establishes that another student deliberately bullied, pushed or physically harmed the child,

impose appropriate disciplinary consequences, including suspension where permitted and appropriate under

applicable Department policy.

3. Counselling and behavioural intervention

Where responsibility is established, arrange or facilitate appropriate counselling, behavioural intervention and

wellbeing support for the student responsible, involving parents or guardians as appropriate. The goal must include

preventing further harm.

4. Immediate safety plan

Put a documented safety plan in place for the injured child, including appropriate supervision and reasonable

separation measures while the matter is being addressed.

5. CCTV planning for appropriate common areas

Initiate the appropriate assessment, consultation and approval process for CCTV in suitable school common areas,

subject to privacy, child-safety and Department requirements. Potential locations may include entrances, exits,

corridors, playground or recreation areas and other high-traffic common areas identified through a safety

assessment. CCTV should not be installed in toilets, changing rooms or other private areas.

6. Stronger supervision

Review playground, corridor and common-area supervision, particularly during recess, lunchtime and before and

after school, and strengthen supervision where risks are identified.

7. Review prior incidents and warning signs

Review relevant prior incidents, complaints or warning signs to determine whether further preventative measures

are necessary.

Student Safety Community Petition | Page 28. Written response to the family

Provide a written response, to the extent permitted by privacy and other requirements, explaining the measures

being implemented to protect the child, the school's response to the CCTV request, changes to safety or

supervision arrangements, and support being offered to the injured child.

OUR COMMUNITY'S POSITION

Bullying and physical aggression must be taken seriously. We want our children protected, serious behaviour

addressed, children who display harmful behaviour given appropriate intervention and support, and reasonable

preventative measures implemented so another child does not suffer the same experience.

PROTECT OUR CHILDREN. TAKE BULLYING SERIOUSLY. PROVIDE

ACCOUNTABILITY, COUNSELLING, SUPERVISION AND PREVENTION.

Student Safety Community Petition | Page 4FORMAL COVERING LETTER

To: The Principal / School Leadership

Re: Urgent request for action following serious alleged bullying incident and injury to a seven-year-old

student

Dear Principal / School Leadership,

We write as the parents/guardians of a seven-year-old student following a serious alleged bullying incident at

school that resulted in our child sustaining a deep injury to his right knee and requiring emergency medical

treatment.

While receiving treatment, our son repeatedly expressed that another student had pushed him and that the student

should not have done this to him. Watching our child in significant pain has caused us grave concern about his

safety and about the measures currently in place to prevent and respond to bullying and physical aggression.

We ask the school to formally investigate the incident and, if the allegations are substantiated, take appropriate

disciplinary action, including suspension where permitted and warranted under applicable policy. We also request

that appropriate counselling and behavioural intervention be arranged or facilitated for the student responsible so

that the behaviour is addressed rather than allowed to continue.

We further request an immediate documented safety plan for our son, a review of supervision in common areas,

and a review of any relevant prior incidents or warning signs.

In addition, we ask the school to commence the appropriate assessment, consultation and approval process for

CCTV in suitable common areas of the school, subject to privacy, child-safety and Department requirements. We

recognise that CCTV is not a substitute for active staff supervision, but believe it should be considered as part of a

broader safety strategy and as a means of assisting with the objective review of serious incidents.

We request a written response explaining the actions being taken to protect our child and improve student safety,

to the extent the school is lawfully able to disclose that information while respecting the privacy of other students.

Attached is a community petition supporting these requests. We ask that this matter be treated as urgent and that

the school and Department work constructively with our family to ensure our child can attend school safely.

Yours sincerely,
