People are normally scared and against “aggressive” big dogs due to the stereotype people has towards them. People have created these “aggressive” dogs. Dogs only react to the way they are treated but any dog can turn against you but just big dogs.  We as people are the ones who have created this image that large dogs are aggressive and dangerous. 
We should not have breed restrictions in apartment complex. They are not a threat to the community unless you mistreat them or approach them aggressively. But ANY dog breed can turn on you no matter the size. 
Since we have created this image that large dog are “aggressive” we have to change it. These animals that some people call family is because they are. They shouldn’t be held as an aggressive breed just off because of what they were forced to do. We forced, and taught them to be aggressive towards people or other dogs. But not every dog is should be held as an aggressive dog when it hasn’t been raised in an abusive household.
