The Issue

Why This Matters — Right Now
The Maharashtra government plans a BKC-style high-density business district in the Raigad–Pen region, one of the state’s most ecologically fragile coastal landscapes.

This model has already failed us once, ecologically.

Mumbai’s Bandra–Kurla Complex was built by burying wetlands and mangroves. The result: broken drainage systems and catastrophic flooding, most painfully exposed during the July 2005 deluge.

Now the same mistake is being repeated—this time in a region that acts as a natural flood shield for Maharashtra.

If this project moves ahead, Raigad–Pen could face irreversible ecological damage, putting lives, livelihoods and public money at risk.

What We Stand to Lose
• Wetlands and mangroves that absorb floods and protect against climate extremes
• Paddy fields and farmlands threatened by saline water intrusion
• Fishing livelihoods dependent on natural tidal flows
• Pen’s cultural identity, including its legacy as the capital of Ganesh idol-making
• Public safety, as climate change intensifies rainfall and sea-level rise

These ecosystems are not empty land. Once destroyed, they cannot be restored.

We’ve Seen This Before — In Uran
Neighbouring Uran is already paying the price of unchecked industrial growth:

– Wetlands buried
– Mangroves destroyed
– Tidal systems disrupted
– Repeated unseasonal flooding
– Saline water ruining farms

Villagers suffer. Taxpayers foot the bill for avoidable flood compensation.

Raigad–Pen is next—unless we stop this now.

Communities Will Be Displaced, Not Empowered
Mega projects are often sold in the name of development, but experience shows they push out original settlers instead of uplifting them.

Mumbai’s Agri-Koli communities lost livelihoods, land and identity. Raigad–Pen’s farmers, fishers and artisans fear the same fate.

Development that erases people and ecology is not progress.

Environmental Safeguards Are Being Weakened
Environmental groups warn that:
– Public hearings are becoming token formalities
– Genuine objections are ignored
– CRZ maps are being diluted
– Wetlands and fishing zones are being quietly opened to concretisation

This silencing of debate today will multiply disaster tomorrow.

Our Clear Demand
We urge the Chief Minister to:

Immediately halt the Raigad–Pen ‘BKC-2’ proposal
Order an independent, climate-focused environmental impact assessment
Protect wetlands, mangroves and farmlands as no-go zones
Ensure real public hearings—not paper compliance
Adopt development models that work with nature, not against it

Our Message to the Government
We are not anti-development.
We are anti-disaster.

Maharashtra cannot afford another BKC—
another flood zone,
another displaced community,
another irreversible ecological loss.

Stop BKC-2. Save Raigad–Pen. Protect Maharashtra’s future.
