Stop Bend Municipal Airport Expansion
The Issue
I am submitting my signature in opposition of:
1) Acceptance of grants, funding, debt and FAA funds for Bend Municipal Airport, especially those which have grant assurances demanding community burden costs, payments, staffing and maintenance for decades
2) Expansions, additions or increase in
a. Bend Municipal Airport size
b. Air Traffic Control Tower
c. Public and Federal funds for Bend Municipal Airport extras and amenities, including Control Tower, Fencing, Security, runway extension, more taxiways, etc...
d. Any increase in air traffic, road traffic and activity at and as a result of Bend Municipal Airport.
The current Bend Municipal Airport Master Plans, Air Traffic Control Tower plans, environmental assessments, Deschutes County’s seemingly sneaky adoption of contentions 2013 Master Plan by text only with no community inclusion or process, all demonstrate a level of community sacrifice zones and attempts to circumvent Oregon land use laws and citizen protections.
ENVIRONMENTAL ASSESSMENT MISLEADING
The 'Bend Municipal Airport Air Traffic Control Tower Environmental Assessment May 2023' "prepared for the FAA", presents that an Air Traffic Control Tower is needed to improve safety which has a 40 square foot base. Yet environmental assessment for ATCT seems to be a document covering decades of future, current and past airport development, resizing, lengthening runway and changes which will logically greatly increase activity.
Also misleading is safety claims. Look at towered airport in Hillsboro, Oregon, which has one of the highest incursion rates in the western states.
TRANSPARENCY AND INCLUSION
It appears there is an intentional lack of transparency, public inclusion, adequate process to protect citizens and the environment, while defying Oregon's Statewide Land Use Planning Goals, EFU Protections, Oregon's strategy species, Federal endangered, protected and threatened species and this airport defy's the EPA’s Clean Air Act Title IV – Noise Pollution
and
No toxics air monitoring does not equate to compliance, especially with this airport being the NUMBER ONE AIRBORNE LEAD POLLUTION IN OREGON according to EPA’S 2020 National Emissions Inventory, racking up nearly a half ton of airborne lead. Failure to monitor does not equate to compliance with the National Air Quality Standard set by the EPA, a rolling 3 month average of .15 µg/m3. No ambient air monitoring does not equate to meeting Federal and State standards for this pernicious neurotoxin especially when many of Bend Municipal Airport based training aircraft are 50 to 70 years old with antiquated emissions systems. This is only one of many examples of how this airport, the City of Bend and Deschutes County is blatantly ignoring and likely not in compliance with the EPA’s minimum standards for National Ambient Air Quality Standards, thus subjecting residents to potential life altering and ending levels of pollutants.
Aircraft from this airport have turned parts of our community into what sounds and feels like a war zone, with retaliation on complainants.
BEND MUNICIPAL AIRPORT PISTON ENGINE AIRCRAFT USE LEADED FUEL AND HAS THE HIGHEST AIRBORNE LEAD POLLUTION IN THE STATE, as of EPA's most recent National Emissions Inventory in 2020. Lead is a potent neurotoxin correlated and in many cases causal to organ damage, including brain, heart and kidneys, adhd, autism, cognitive impairment, fetal damage, miscarriages, preemies, cancers... there is no living system which is not harmed by lead, it is inhaled, ingested and even absorbed. Even plants absorb and redistribute lead. There is NO safe level of blood lead. Studies have shown that the ultrafine lead particulates created by piston engine aircraft more readily cross the blood brain barrier and can enter the brain without demonstrating elevated blood lead. Children within 1.5 miles of airports with less leaded air traffic and aircraft flying much higher than they do here, tested on par and higher than children in the Flint Michigan water crisis.
LACK OF PUBLIC DISCLOSURE, HEALTH ADVISORIES & PROTECTIONS
There has been absolutely NO ATTEMPT AT INFORMING CITIZENS OF THE RISKS AND DANGERS & NO COMMUNITY PROTECTIONS from aircraft pollutants resulting from Bend Municipal Airport.
There is:
No ambient air monitoring
No lead monitoring
No benzene monitoring
No black carbon monitoring
No decibel monitoring
All of which are known to cripple, increase violence, hypertension, heart attacks, cause cognitive impairment and end tens of thousands of American lives annually.
There has been no study to confirm or deny changes in proximity to heavy air traffic, such as:
1) comparative educational student attainment
2) increased behavioral challenges of nearby students
3) violence increase
4) increased hypertension & heart attacks
5) increased renal issues
7) increased bone issues
8) increased cognitive challenges
9) decreased productivity
10) increased soil contamination
11) regular or even any blood lead testing
12) well contamination
13) air contamination
14) home contamination
15) decibel readings along heavy air traffic routes
This is data other airports and elected leaders have drilled down on and were horrified at the results. NO DATA DOES NOT EQUAL NO PROBLEM and circumvents intent of laws and regulations.
I am requesting a much NEEDED a thorough study of nearby impacts PRIOR TO ANY further addition or acceptance of funds for this airport! It is absolutely criminal that NONE of this has been done or published!
There has been no switch to approved unleaded fuel alternatives.
There has been no oversight or correction of how aggressively and abusively many aviators based at this airport fly.
There has been no attempt to identify or inform the public of how much irreversible widespread harm this flight activity can cause to humans, wildlife, habitats, flora, fauna or educational attainment.
There is no data on who these hundreds of flight students enrolled at all times are. Who are they? What do they contribute to Central Oregon's future besides tremendous levels of toxins? Flight schools in Oregon have a long history of importing students, especially from hostile countries. Citizens of Deschutes County have the right to know if they are being subjected to life altering and ending pollutants for foreign interests and what benefit, if any our community receives.
DEFYING CITY AND COUNTY SUSTAINABILITY AND EQUALITY COMMITMENTS
Please actualize your stated mission and equity statements, values and goals and apply the science which demonstrates how your current investment strategy diametrically opposes diversity, equity, sustainability and inclusion programs, practices and commitments.
Until above missing monitoring, testing, inclusion and community protections are in place, this airport should not be allowed any further support, funding or acceptance of planning changes.
Again, I am opposed to this tower, the cost of staffing it, runway extension, security fencing, parking, funding, increased amenities or acceptance of improper documents lacking relevant studies, information and transparency, which can only serve to facilitate increased privatized air traffic at public expense.
I ask that our elected officials and reviewing bodies take the following actions:
