To: The Mayor and City Council Members of Avon Park, Florida
STOP the inequitable practice of overcharging Avon Park residents by applying sewage treatment fees to water that is used for irrigation and never enters the public sewer system. We demand that the City Council implement a fair and accurate billing solution immediately.
The Problem: The Unfair "Double Charge"
The City of Avon Park calculates sewage fees based on the total volume of water delivered to our homes, including water used for watering lawns, filling pools, and other outdoor uses. This means residents are being charged a significant fee for a service (sewage treatment) that is never rendered for that portion of water. This constitutes an unfair "double charge" and places an unnecessary financial strain on our families.
The Financial Impact (Why we feel overcharged):
Our bills reflect this unfair structure:
* We are charged approximately $26.50 for the first 3,000 gallons of sewage.
* We are charged $6.00 for every 1,000 gallons thereafter—applied to all water used, even if it's absorbed by the ground.
This results in excessively high utility bills, punishing families for using water outdoors to maintain their property.
The Demand : Proven, Equitable Solutions
We demand the City of Avon Park adopt a proven, equitable solution that is already successfully used by other municipalities across Florida:
* The Sewer Billing Cap: Implement a maximum cap on the gallons of water that can be billed for sewer usage each month.
* Dedicated Meter Program: Offer and promote the installation of separate irrigation meters for outdoor water use, ensuring this usage incurs ZERO sewage fees.
* Accuracy and Transparency: Investigate and implement accurate metering (such as separate sewer line meters) or administrative deductions to ensure residents only pay for wastewater treatment that they actually receive.

We demand this matter be addressed immediately. We will be presenting this petition and our unified voice at the upcoming Town Hall Meeting:
