The Issue

I would like to kindly inform all the Global and National, Leaders, as well as  Organizations securing human rights and social justice, about the severe increase in numbers of heinous crimes/atrocities against lowest castes  (Dalits) OR Scheduled Castes (SC), Scheduled Tribes (ST) people in India. Several organizations including UN Human rights High commissioner https://www.ohchr.org/en/about-us/high-commissioner, Human Right Watch https://www.hrw.org/about/people/board-directors, The Asian Forum for Human Rights and Development (FORUM-ASIA) https://forum-asia.org/ ,  INTERNATIONAL FEDERATION FOR HUMAN RIGHTS https://www.fidh.org/en/about-us/contact-1776/ , Commonwealth Human Rights Initiative - London Commonwealth Human Rights Initiative - London , The World Organisation Against Torture https://www.omct.org/en/who-we-are/team ,   https://www.ohchr.org/en/treaty-bodies/cat/introduction ,  https://imadr.org/about/staff/  ,; The Asian Forum for Human Rights and Development (FORUM-ASIA) una@forum-asia.org , Front Line Defenders  https://www.frontlinedefenders.org/en/campaign/staff  , The International Movement Against All Forms of Discrimination and Racism (IMADR)  geneva@imadr.org ;campaigns@frontlinedefenders.org; EUOFFICE@FRONTLINEDEFENDERS.ORG; The United Nations Committee Against Torture (CAT) ohchr-cat@un.org; omct@omct.org; london@humanrightsinitiative.org; CONTACT@FIDH.ORG; una@forum-asia.org; ohchr-civilsociety@un.org; hrwsf@hrw.org; as well as Global and national leaders, please intervene and consider to help in prevention of atrocities and heinous crimes on lowest castes people in India and provide instructions to the Government of India to secure the rule of Law in an efficient manner, and fasten the due process of registration of FIRs, charge sheets and court trials, so that the victims or survivors would get justice in a time bound manner without waiting for 20-30 years to get the justice by court of Law.

Please ask the Government and administration of India to improve in securing, preserving, a safe and social environment in the society. It needs to ensure and strengthen the measures of prevention of atrocities, and confirmation of social justice. Registration of FIRs, filing of charge-sheet in courts, and hence the arrest and prosecution of the criminals in a time bound manner must happen in India in all cases of atrocities, and heinous crimes.

As per the data, 95% of registered cases of atrocities against SC, ST communities, have been pending for Trials in the courts of law. This delay does raise questions about the role of the police, elected representatives, politicians, administration as well as of city and state governments. The huge number of pending cases in the Courts in India are approximately 5,00,000,000 (50 million) in total (https://www.ndtv.com/india-news/nearly-5-crore-pending-cases-in-courts-over-69-000-in-supreme-court-3768720 ).

As per the national crime Record Bureau of India (https://ncrb.gov.in/en/crime-india  ), a total of 70,818 cases of atrocities against Lowest castes/ Scheduled Castes (SCs) were pending investigation at the end of the year 2021, including the previous year's cases. Similarly, 12,159 Cases of atrocities against STs were pending investigation and a total of 2,63,512 cases of atrocities against SCs and 42,512 cases of atrocities against Scheduled Tribes/ Native Indigenous Tribes (STs) came for trial in court. At the end of the year, 96.0% of cases of atrocities against SCs were pending trial whereas, for STs, the percentage stood at 95.4%.

Herewith, I am providing the list of some of the evidence of atrocities/heinous crimes, which have been reported, in media articles, news reports and human rights reports, in India happened over past 8-10 years, to the kind attention of  all committees, organizations and world leaders @JustinTrudeau@rishisunak@JPN_PMO@potus@VP@ijrcenter; @Bundeskanzler; @EmmanuelMacron; @TiranaHassan; @UNHumanRights; @volker_turk; @hrw; @omctorg; @IMADR_Geneva; @FrontLineHRD; @CHRI_INT ; @HumanRightsFed

I would like to request all of the organizations and global, national leaders  to kindly consider instructing or notifying the Government of India, especially the Prime Minister of India, Narendra Modi, to improvise the time, efforts needed in the process of legal registration of FIRs by Police, administration and conduction of the legal trials in courts of law, to ensure justice to the victims’ families. This will improve and shorten the waiting time for justice from 20-30 years to one-two years in majority of the atrocity cases in India.

I would be highly indebted to all the organizations securing human rights and social justice as well as the global, and national leaders for the time and efforts in this critical issue.

Respectfully yours.

In solidarity with Survivors, Victim's families.

Liberty Fraternity Equality.
