Stop APS Electricity Rate Hikes in Arizona

The Issue

APS has a monopoly on most of Arizona and they need to be held accountable. Recent rate hikes imposed by APS have put a significant strain on families and businesses in Phoenix and beyond, stretching already tight budgets to the breaking point. Amid rising costs of living, seeing our electricity bills skyrocket is unacceptable and unjustifiable.

Arizona Public Service (APS) holds the primary electricity provision rights in numerous parts of Arizona, leaving consumers with no alternative provider. This lack of competition means that APS can continue to increase rates, all while reporting substantial profits annually and awarding lavish salaries to their executives. In 2022 alone, APS reported a net income in the hundreds of millions, concurrent with signaling further rate hikes. How can families and small businesses sustain themselves when we are constantly squeezed for more?

Electricity is essential; it's not a luxury. From cooling our homes to powering businesses, especially in the scorching Arizona summer, its affordability is crucial for everyday life. APS's relentless monetary demands demonstrate a blatant disregard for the struggles faced by its consumers.

Other states have prevented such monopolies and put caps on electricity rates. Arizona can follow suit by creating competitive marketplaces or enforcing stricter regulations on what APS can charge. Pressure from the community is essential to initiate these changes. By joining forces, consumers can demand transparency, fairness, and ultimately, a system that doesn’t disadvantage them.

A Note from the Civic Engagement Team: Change.org provides a tool that allows petition starters and supporters to email decision makers directly from our platform. The following response from State Senator Payne was sent in reply to one of these emails in support of the petition: The Arizona Legislature does not directly regulate utility rates. That is done by the Arizona Corporation Commission (ACC), an elected body that reviews and decides rate requests from utilities like APS. The legislature could, however, pass new laws to change the ACC's regulatory authority or process. The ACC was established by the Arizona Constitution which makes it a bit tricky and difficult to change. In 2023 APS was granted a rate increase of 8% after 6 years of no increases. They got another 8% in 2024. The justification was increased cost to maintain infrastructure and expand production to meet the needs of rapidly growing consumption. I believe they are asking for another 14% to start in 2026. They must present their case to the ACC. I believe the ACC will hold public hearings that people can watch and participate in.
