My dog slipped his collar and ended up at my neighbors house who than maliciously beat my dog so badly that he had to be euthanized!  The law states that he was well within his rights because he "felt threatened". Finding out my dog never bit him, scratched him or left any kind of wounds on him. I want to add to the animal cruelty law that, "you can not kill, maim, or disfigure any domestic animal  on your property unless it is physically attacking you or someone else or your livestock." Please help!
