Petition to the Government of the Philippines: Strengthen Animal Rights and Enforce Harsher Penalties for Animal Abuse

  We, the undersigned citizens of the Philippines, are deeply alarmed by the growing number of disturbing cases of animal abuse that continue to surface across the country—many of which have trended on social media and captured the public's outrage. These incidents highlight the urgent need for stronger protections, stricter enforcement, and greater awareness surrounding animal rights in our nation.

In recent months, Filipinos have witnessed heartbreaking and infuriating cases, including: 

•  A viral video where a dog was cruelly targeted and harmed by individuals who appeared to shoot or injure the animal just for fun or out of cruelty, sparking massive public outrage.
• A defenseless cat that was seen with an arrow or sharp object lodged in its eye, left suffering and in pain.
• Numerous reports of dogs and cats being abandoned, starved, or tortured, with little to no consequences for the perpetrators. 

These are not isolated cases. They are part of a troubling pattern that reveals a serious gap in both education and enforcement when it comes to protecting animals in our society. 

We, the undersigned, call on local and national government officials to: 

1. Review and strengthen existing laws such as the Animal Welfare Act (RA 8485 as amended by RA 10631), ensuring harsher penalties and more aggressive prosecution for offenders.

2. Empower and properly equip barangay-level enforcement to respond quickly to reports of animal abuse and neglect.

3. Fund and support animal shelters and rescue operations that are overwhelmed and under-resourced.

4. Launch nationwide education campaigns to teach compassion, responsible pet ownership, and how to report abuse.

5. Create a national animal welfare task force that collaborates with LGUs, NGOs, and law enforcement to act swiftly on animal cruelty reports.

  Animals are voiceless members of our communities, yet they are too often the victims of neglect and violence. By signing this petition, we urge our leaders to stand with us and take decisive, meaningful action. These innocent lives deserve protection, respect, and a safe place in our society.

 We are ready to support, participate in, and cooperate with any initiative that ensures a safer and kinder future for all animals in the Philippines.
