Stop Animal Abuse - Enforce Local Ordinances

The Issue

The Pima Animal Care Center in Pima County, Arizona has failed to enforce local ordinances, resulting in animal fatalities and immense suffering to humankind and canine-kind alike across Pima County. My neighborhood, for example, has experienced relentless dog attacks, animals at large, and incessant unmitigated animal noise for 20 years, ultimately leaving me no choice but to move. This issue has forced me out of my home, as it has for many others.

Lack of enforcement remains an endemic problem across Pima County. We the people conclude that the leadership of this county has demonstrably failed to educate local dog owners about proper canine socialization, it has failed to screen out problematic owners, and finally it has passed flaccid noise ordinances which are ineffective and completely unenforceable. The consequences of these failures to humankind and canine-kind alike are manifold and self-evident.

To protect public health and the safety of our community, and to align with PACC's mission statement to "providing timely service to residents and compassionate care to animals, while working to support public safety... and educate the community about responsible pet ownership," Pima County calls for timely and substantive enforcement of animal ordinances by the Pima Animal Care Center. We further demand a full audit and accounting of the Pima Animal Care Center, their civil complaints process, and what is being done with their $5 million annual budget.
