Many people have cats that go outside and if that pet goes missing or is hit by a vehicle, I believe it should be reported to the police so the owner can be found and informed and possibly saving the cats life

A cats life could be at stake here, they could be saved if not left on the road or running for cover after being hit by a vehicle.

I thought this was already in place that it had to be reported and I am shocked to find it isn't as a cat is a part of the family they live with..
