Stop alla violenza acustica!

Questa petizione riguarda la salute mentale e fisica della popolazione generale.

Il terrore proveniente da macchine e moto modificate per fare intenzionalmente più rumore viene costantemente ignorato dalle forze di polizia di qualsiasi tipo in Italia: polizia stradale, carabinieri e anche la polizia locale.

Infatti, se chiedessi a una persona a caso se ha mai sentito parlare di poliziotti che fermano questi veicoli, controllando lo scarico e silenziatore, ed emettono la multa al trasgressore, ti dirà di non aver mai sentito di una cosa del genere.

Tale reato è ben definito nel Codice della Strada italiano, all'articolo 155 definisce il reato e all'art. 78 è definita la multa, ma queste leggi non sono quasi mai applicate.

Sebbene questo sia un problema in tutta Italia, quello che noi come gruppo di cittadini abbiamo potuto constatare qui nel nord della Lombardia è che la maggior parte degli spazi pubblici sono inutilizzabili in quanto violati, poiché quasi tutti sono vicini alla strada, e se in una sera d'estate ti piacerebbe avere un drink fuori o fare una passegiata, sai che in breve tempo sarai vittima di macchine e moto modificate e proprietari che utilizzano i loro mezzi in modo improprio. Se hai un bambino piccolo puoi vedere chiaramente il grado di disturbo che questi bulli causano; questa è una forma di violenza che semplicemente non viene riconosciuta come tale, purtroppo, e che ha delle ripercussioni sulla salute di tutti, specialmente delle persone più fragili. Per essere chiari, non abbiamo nulla contro macchine e moto come mezzo di trasporto, invece questa petizione si concentra su quelli appositamente modificati per essere super-rumorosi e sui proprietari di questi mezzi che provano piacere nel disturbare il modo attorno a loro.

Nonostante l'estate sia passata, ogni giorno con il bel tempo questa violenza fa parte della vita quotidiana della regione Lombardia e del resto d'Italia. Anche L'Autorità di Regione Lombardia ha deciso di non rispondere alle richieste di aiuto inviate via e-mail.

Le forze dell'ordine hanno l’obbligo di proteggere i propri cittadini da qualsiasi forma di violenza e di tutelare il loro diritto costituzionale alla sicurezza e pace generale nelle strade e nelle nostre case. Al momento tale obbligo non risulta assolto.

Come se non esistesse la legge, come se non esistesse il problema.

Apprezzeremmo il vostro sostegno in questo appello per intraprendere delle prime azioni concrete con le forze dell'ordine riguardo la gestione del rumore creato dal traffico (in ambiente urbano e rurale per proteggere anche la fauna).

Stop acoustic violence!

Terror from the motors adjusted to be super-loud is being heavily ignored by the police forces of any kind in Italy - the traffic police, carabinieri and also the local police.

In fact, if you ask a random person if they ever heard of police stopping these vehicles, controlling the exhaust and issuing the ticket to the offender, a person would tell you they never heard of such a thing.

This offense is  well defined in the The Code of vehicles circulation of the  Italian law, within article 155 defines the offense and within  article 78 is defined as a fine, but these laws are not practiced in real life.

Although this is the problem in entire Italy what we as a group of citizens have witnessed here in northern Lombardy is that most of the public spaces are unusable as violated, as almost all are near to the streets and if in a summer evening you would like to have a drink or have a walk outside, you know you will be a victim of several of these motors at least during only short period of time. If you have a small child you can clearly see the degree of disturbance that these bullies are causing and that it is not a joke, but a form of violence that is simply not recognized as so, unfortunately. To be clear we have nothing against motors as a means of transportation, instead this petition is focused on the ones adjusted on purpose to be super-loud and terrorize kilometers around wherever they pass.

For example, This summer a group of young men were using the center of the small place that my family lives on one of the seven lakes, as a polygon for races the entire summer in the evening hours. The traffic police, carabinieri and local police were informed several times but there was never a reply provided for either of them. The respected Authority of Lombardy also decided not to respond to requests for help sent via email.

The police and the government authorities are in obligation to protect its citizens from any form of violence and protect their constitutional right of general safety on the streets and in our homes. At the moment this obligation is not being attended.

We would appreciate your support in this call for action to the state apparatus regarding the suppression of traffic noise, (in any environment and not just urban ones, to also protect wildlife), and in particular those made on purpose.
