Stop Abusive Private Parking Companies – Regulate or Remove Them Now

The Issue

We, the people, demand immediate action against the aggressive and unregulated private parking companies operating across the UK.

Through personal experience and growing public outcry, it is clear that many of these companies such as UK Car Park Management Ltd (UKCPM) are using the court system as a weapon, accessing personal data without scrutiny, and issuing exaggerated fines for minor or questionable infractions.

They operate in housing estates, hospitals, retail parks, and even residential bays, often with no clear signs, no proven landowner authority, and no fair appeal system.

These companies are:

1) Exploiting DVLA data access to track down vehicle owners

2) Sending letters with automated “Final Warnings” at 4:00 AM


3) Ignoring tenancy rights, medical needs, and legal defences


4) Demanding up to £1,000+ per claim, even before court


5) Harassing carers, disabled visitors, and lawful residents


6) Using legal threats to frighten people into paying, even when charges are unlawful

We Demand That the Government:

7) Fully regulate or dismantle the private parking enforcement industry

8) Require all private parking firms to prove landowner contracts and signage compliance

9) Ban automated or out-of-hours legal letter generation

10) Protect vulnerable groups and tenants with a statutory appeals framework

11) Launch a full review into DVLA data access


12) Prevent private parking companies from using the court system without stricter oversight

 • Automatic case dismissal if landowner contracts or legal signage are not provided

 • Strict regulation of DVLA data access with heavy fines for misuse

 • Ban on sending legal threats or claim letters outside of business hours

 • Court access restrictions: no county court use without evidence of compliance and good faith

 Public accountability register:

Every company’s track record must be published and reviewed
