Instead, they became the epicenter of one of Maharashtra’s largest housing scams, marked by forged documents, regulatory failures, and institutional collusion. This book uncovers the intricate web of deceit spun by builders, architects, municipal officials, and regulators, leaving innocent buyers trapped in a nightmare of illegal homes and financial ruin.

Chapter 1: The Promise of a Dream
Ambernath, a burgeoning suburb of Thane, attracted middle-class families seeking affordable housing. Mohan Lifespaces LLP, led by Jeetender Lalchandani, Tushar Jeetendra, Deepak Manchandya, Manohar Manchandya, Hari Bhatia, Ajit Gandhi, Amit Gandhi, and Sales Manager Prashant Rai, marketed Mohan Nano Estates and Mohan Suburbia as dream townships. Glossy brochures showcased high-rise buildings, clubhouses, and commercial complexes, luring over 3,000 buyers with promises of a secure future. Homebuyers, trusting the legitimacy of the projects, took loans from reputed private and public sector banks, availing schemes like the Pradhan Mantri Awas Yojana (PMAY).

Yet, beneath the polished facade lay a foundation of fraud. The projects were built on a single, forged commencement certificate (CC), lacking critical details like project names, building names, or the number of approved structures. Occupancy certificates (OCs) falsely claimed completion dates, such as April 2, 2016, while construction continued until 2021. Environmental clearances and Fire Department No Objection Certificates (NOCs) were conspicuously absent, violating safety and regulatory norms.

Chapter 2: The Architects of Fraud
At the heart of the scam was Architect Thorat Mathew and Associates, who enabled the forgery of critical documents. Working in tandem with Mohan Lifespaces, they produced fraudulent CCs and OCs, allowing the construction of 65–70 buildings, including 7–18-story high-rises, without legal approvals. Duplicate documents with identical numbers and doctored completion dates further exposed the scale of forgery.

Ambernath Municipal Council officials played a pivotal role in this deception. Chief Officers Bhalchandra Gosavi, Shridhar Patankar, Devidas Pawar, and Prashant Rasal, along with Town Planners Vidyasagar Chavan, Prakash Muley, and Vivek Gautam, issued fake certificates without collecting necessary government fees, causing massive revenue losses to the Maharashtra government. The council’s failure to enforce environmental clearances or fire safety norms underscored their complicity.

The Maharashtra Real Estate Regulatory Authority (MahaRERA), established under the Real Estate (Regulation and Development) Act, 2016, was meant to protect homebuyers and ensure transparency. MahaRERA’s inaction emboldened the perpetrators, leaving buyers without recourse.

The Economic Offences Wing (EOW) Banking Investigation Officer Shruti Harshavardhan Shinde closed complaints about these loans without investigation. Officer Dhattray Bhapkar’s arrogance and misbehavior when confronted further highlighted the EOW’s apathy. The failure of banks to conduct due diligence trapped buyers in loans for illegal properties, compounding their financial distress.

The Ambernath Police Station, under Inspector Amar Nalavade, Kishore Shinde, Senior PI Jagannath Kalaskar, and Senior PI Balaji Pandhre, refused to file First Information Reports (FIRs) despite overwhelming evidence. Complaints were closed without resolution, suggesting police complicity. The Crime Branch at Wagle Estate, Thane, led by API Avinash Mahajan, Senior Inspector Vikas Godke, and DCP Shivraj Patil, conducted no fair investigation. Thane EOW DCP Parag Manere and Police Commissioner Ashutosh Dumbre ignored reports of negligence, allowing the scam to persist unchecked.

Chapter 6: The Cooperative Registrar’s Collusion
Ambernath Cooperative Housing Registrars Suresh Adhare and Ramchandra Lokhande issued housing society registrations based on fake documentation. Lokhande closed four grievances raised by Palvinder Singh between December 6 and 26, 2023, without resolution, and approved Mohan Nano Estates’ housing association registration on December 26, 2023, despite the fraudulent paperwork. This enabled the builder to evade accountability for structural defects and pending conveyance deeds.

Beyond financial fraud, the projects suffered from poor construction quality. Over 400 flat owners reported loose tiles, shaking floors, major cracks in walls, and severe water leakages damaging interiors. Mohan Lifespaces denied responsibility for repairs, leaving buyers to bear the costs. The absence of legitimate CCs and OCs raised questions about the buildings’ structural integrity, endangering residents’ lives.

Revoke Fake Certificates: Cancel fraudulent CCs, OCs, and MahaRERA registrations.

Bank Accountability: Hold banks liable for sanctioning loans on false documents.

Compensation for Buyers: Provide legal aid and financial restitution to affected homebuyers.
