Eliminate the freeze and waitlist on the CAP/DA program in Rowan County NC. Allow Medically Needy Medicaid recipients to go home vs institutionalization.

The Issue

Will you help me bring my brother home?

My brother, Mark Pack, currently resides in a "locked" psychiatric ward of a nursing home because he has no health insurance. He is not insane, he has a Traumatic Brain Injury (TBI). Mark lost control of his car on 3-14-13 and hit a tree. He suffered Diffuse Axonal Injury due to smashing his head directly against the tree during impact. My brother had no health insurance at the time of the accident. He now recieves a Disability check and Medicaid. He requires constant supervision and help with his activities of daily living. He can only remain eligible for Medicaid coverage if he remains institutionalized. Medicaid will not continue to cover him if we bring him home because his Disability check is $700.00 over the Federal Poverty Limit. He would not qualify. His Disability check covers his mortgage payment and bills to keep the home he worked so hard for. 

The Community Alternatives Program for Disabled Adults (CAP/DA) would allow him to come home, recieve assistance with his care and be surrounded by his friends and family while reserving his meager Disability check to continue to pay for the home he worked for. Disabled Adults that remain in their own homes with supports, costs less than institutionalization. Besides the dramatic, positive effect it would have on my brother to be in his own home, surrounded by his own possesions and family, it would cost Medicaid less money. Our legislators are in the middle of Medicaid Reform right now. It is easy to see how the budget could be positively affected by making rational decisions based on a case by case approach.
