With the untimely death of Emrias Joseph Asghedom on March 31, 2019 (professionally known as "Nipsey Hussle") conspiracy theories and rumors started to circulate on social media platforms that correlated Nipsey's assassination with his plans to film a documentary about a highly controversial Honduran herbalist named Alfredo Bowman. Bowman's friends and followers affectionately referred to him as "Doctor Sebi" and he claimed to have cured many diseases from AIDS to lupus.

In 1987 New York's Attorney General Robert Abrams arrested and charged Dr. Sebi with illegally practicing medicine without a license; Dr. Sebi was acquitted of the charge. Nick Cannon has now picked up where Nipsey's plans left off and has initiated the filming of a documentary about Dr. Sebi and his USHA Herbal Research Institute.

According to the State of New York Office of the Attorney General, Criminal Procedure Law §160.50(1)(c) requires that when a criminal action or proceeding against a person terminates in that person's favor (such as by acquittal), the official records and papers relating to his/her prosecution on file with the prosecutor's office must be sealed and not be made available to any person. And Criminal Procedure Law §190.25(4)(a) forbids the prosecutor from disclosing the nature or substance of any grand jury testimony, evidence, or any decision, result or other matter attending a grand jury proceeding. Consequently, the withheld responsive records cannot be disclosed through a simple FOIL (Freedom of Information Law) request.
