A poor animal suffered torture and burns at the hands of a 12 year old boy. Because of the boys age, no punishment was given.  There needs to be a form of punishment for this heinous act. There must be consequences for anyone who does this to a helpless animal. The child needs time in a detention center and long term psychological help and the parents should pay reparations for the intensive medical care to rehabilitate this poor animal.

To allow this act to go unpunished is like saying that it's ok to keep doing this- as the child surely will again and further down the road, perhaps torture other animals or children. 

Acts such as this is what has defined many serial killers in their childhood.  If a child can be stopped and rehabilitated when they are young, then perhaps innocent lives can be saved in the long run. 

This petition is a call for change- change to a law that protects a perpetrator and not the victim. At 12 years old, a child knows right from wrong. Given the heinous crime he committed,  he is a danger to society.
