Change the laws concerning the modification of light vehicles,4x4's and motorbikes.
The issue
The current legislation that comes under the National Code of Practice for Light Vehicle Construction and Modification (NCOP), Needs to be amended and updated to suit the growing and ever changing world of the Modified vehicle and all that it entails.
The current system and legislations are not working and haven’t been working for years. We as a nation are falling behind other countries, such as Japan and New Zealand in the terms of vehicle laws.
The Modified Car Community (MCC) is fighting an endless battle against untrained police forces, whom are unequipped and lack the knowledge of basic mechanics and engineering. Yet they have the power and somewhat ability to deem a vehicle roadworthy or not. How can someone deem a car not roadworthy when they have only a basic knowledge of vehicles? Yet they seem to be able too class your vehicle as defective over items that come straight from the factory of origin i.e.; strut brace’s.
This brings me to my first point. Police of any state can not issue a Defect Notice without being in the presence of a fully qualified mechanic, with a certificate in (e-AUSVIS) This will and should clear up some questionable defects, that a police officers classify as a defective item i.e.; Front mount inter coolers (FMIC), Exhaust Systems, Braking Systems, Engine modifications (Turbo, Superchargers,etc),headlights and LED bars. Because it comes down to the fact you, The Government, are using us as a revenue source and if you think differently you are not only lying to yourselves but to us also. (This doesn't mean a mechanic will ride around with the police officer constantly).
My second point is that the Vehicle Standards in the National Code Of Practice for Light Vehicle Construction and Modification (NCOP) need to be updated and amended and some need to be completely removed. It’s the most infuriating thing being pulled over by police for a “random” check that turns into 30 minutes or more of your life you will never get back and during this “random” check, you see multiple vehicles that are clearly not even close to being roadworthy, but you don’t say anything because you know it will just add up more and more "defects".
We modify our cars to perform better than stock and that doesn’t just mean more power. We modify the handling, the braking, the efficiency and the safety aspects of the vehicle. Yes we increase the power, but all those modifications go hand in hand with each other. Yet we are still deemed the un roadworthy ones? We improve the headlights with brighter lights that give more visibility and allow us to perceive hazards earlier, but you guessed it, we are still un roadworthy. The fact that our cars are targeted everyday over vehicles that are clearly defectable and un roadworthy just proves we are an easy revenue source.
My final point is that we spend thousands upon thousands of dollars modifying our vehicles to our personal perfection. We work hard for our money to spend on our vehicles, endless hours at work just for that next mod. I might add, some of our purchases aren't cheap. In saying this, we are putting money into the pockets of small/large businesses, helping them grow and become better. A large majority of us are over not being able to even going down to the local shops without the fear of “will I get pulled over” or “will I get defected”. We're over driving past a police officer and feeling on edge rather than feeling protected. We're a great country, so Let's not fall behind. We're stuck in a different era, its time for a change and that time is now.
I fully support the act of modifying your cars and I don't want them changed to allow an anything goes policy, but I feel there should be some more flexibility towards modding your car.
We have a passion for our cars. They are our freedom,they bring us together as a family and they create the best of memories.
We are a family and we won't go down without a fight.
