Start mandatory microchip scan for deceased animals

The Issue

We are trying to speak to a state rep about reforming the law of bringing deceased animals to the landfill without a proper microchip scan. Our puppy Mila got out of the house without her collar on November 6, 2024. She ended up getting hit and sadly passed away. She was deemed a stray since no collar was present during the DOT pick-up. Mila was then taken to the landfill, and we are now unable to retrieve her body. All animals are a part of our Ohana. We are trying to prevent this from happening to other families as it seems this incident happened before. Hawaii mandates everyone to microchip their pets, so why are they not mandating a microchip scan, whether an animal has a collar or not, before a pet is taken to the landfill where families won’t ever see them again?
