Start a TNVR program on Camp Humphreys and Osan for feral cats
The Issue
There are over 100 feral cats on Camp Humphreys and on Osan, and they have the ability to procreate every 2-3 months. Each birth leads to an average of 4 kittens per litter, and within 6 months the kittens are also able to reproduce. Nothing is being done to stop cats from breeding, and the base has become overrun with feral cats.
These cats live a harsh life. They are subjected to diseases and injuries and are often killed by vehicles. They receive no vet care, and they starve in the winter. It is demoralizing for Soldiers and their families to see so many suffering cats. Sometimes, they take-in suffering stray cats and kittens or they will feed the cats, which is also a financial burden for them. Personally, I have rescued two friendly stray kittens in less than 6 months, and I've only lived here for 6 months.
DPW Pest Control will only help a cat if someone calls specifically about that cat, and even then they are not prepared to immediately trap it and they have difficulty capturing it. DPW Pest Control does not participate in a Trap, Neuter, Vaccinate, Release (TNVR) program and neither does the on post veterinarian clinic as their resources are limited.
This petition is asking for the U.S. Army Garrison Camp Humphreys' Command and Osan's Command to recognize and take ownership of the feral cat problem by starting a TNVR program. If starting a TNVR program is impossible, then we ask that they support the ROK government's TNVR program, or the efforts of outside organizations, so that the feral cat numbers at Camp Humphreys eventually decrease.
In an ideal world, DPW Pest Control would set-up and regularly monitor feral cat traps, take trapped cats to the Camp Humphreys or Osan on post veterinary clinic to get neutered/vaccinated, and then release the cats where they were originally captured. Osan and Camp Humphreys actually share the same Veternarian Command. However, resources on Camp Humphreys and Osan are severely limited and there is not enough funding or personnel to complete these tasks. Thus, this petition may also be used to request additional funding from Congress.
*I took the above photo, which is of an intact homeless male cat that currently lives on Camp Humphreys and may have been abandoned. Every time I see him, he walks up to me crying, but he won't let me pet him. Please sign this petition to help cats like him!*
