The Issue

I've lived in the vibrant and historically rich city of Reading for over 40 years, watching it grow and evolve. However, in recent years, a concerning development has taken root: out-of-state buyers are purchasing properties, drastically hiking up rental prices—often doubling or tripling them—and neglecting property maintenance. This unjust shift threatens the fabric of our community.

Rent stabilization in Reading is essential to ensure that local families who have dedicated their lives to this city can continue to afford to live here. Currently, many residents are facing the harsh reality of being priced out of their homes and neighborhoods. More than half of our population spends a disproportionate amount of their income on housing, an unsustainable trend that must be addressed.

According to recent studies, the median rent in Reading has increased by over 33% in the past five years. These soaring prices are not reflective of local income growth, leaving many struggling to make ends meet. Moreover, properties bought by out-of-state investors often remain in poor condition, further diminishing the quality of life for tenants.

We propose a structured approach to rent stabilization policies that consider local economic realities and enforce strict regulations on absentee landlords to maintain their properties adequately. Other cities with similar housing challenges have successfully implemented such measures, which has led to more stable, affordable housing without stifling regional economic growth.

Let's call upon our city officials to introduce legislative measures that will focus on capping annual rent increases, requiring regular property maintenance checks, and offering tax incentives to local landlords committed to maintaining affordable housing stock.

It's time to preserve the integrity and affordability of our cherished community. By coming together, we can ensure a balanced housing market that serves the interests of all residents, not just those seeking profit.
