St. Charles Schools Must Act on Bullying Now
The Issue
We, the undersigned, are calling on St. Charles Public Schools (ISD 858) to address ongoing failures in how the district responds to reports of bullying, particularly against disabled and marginalized students.
Too often, families report harmful incidents only to be met with delays, dismissal, or deflection. Reports are deemed “unsubstantiated” without meaningful investigation. Communication is inconsistent. Legal and ethical obligations are not upheld.
This is not just about isolated incidents—it is about a systemic culture of inaction that places students at risk and erodes community trust.
We Believe:
Every student deserves to feel safe, included, and protected at school.
Bullying, harassment, and discrimination—especially against students with disabilities—must be taken seriously and addressed with urgency.
Policies such as Policy 514 (Bullying Prohibition), Policy 521 (Disability Nondiscrimination), and state/federal civil rights laws must be enforced, not ignored.
We Call On District Leadership To:
1. Conduct thorough and transparent investigations into all bullying reports, with documented timelines and outcomes.
2. Ensure timely parent/guardian communication and protect students from retaliation.
3. Strengthen adult supervision in vulnerable spaces (e.g., locker rooms, buses).
4. Hire qualified mental health professionals, including a licensed school counselor.
5. Implement staff training on disability rights, bullying intervention, and trauma-informed support.
6. Create independent oversight mechanisms to review bullying responses and ensure accountability.
We stand together as families, students, educators, and community members demanding better.
Safety is not optional. Silence is not neutrality. Accountability is non-negotiable.
