According to Vend HQ the PayPal Here app is in development for Windows. No specifics on Windows or Phone 8, but this is GREAT news because PayPal Here is an excellent mobile payment solution better than others like Innerfence and comparable if not better than Square. A nod your way eBay for doing this.
