My name is Chelsea Bollier & I am 32 years old. I have been a resident of  Springs for the majority of my life. I am a mother to 2 young children & a wife of 13 years to my husband Ricky.
I am a small business owner of “Just Dig it Garden & Nursery” & I’m the founder of “For the Love of Paws” an animal rescue organization.

Everything you are about to read has already been shared via email, text, phone AND in person with not only the mayor of  Springs, Wayne Seiple, but also with the city council members, Benny Rocha, Sofia Morones, Oscar Puente & Mario Ruiz. This has also be turned over to the Dimmit County Sheriffs Office & report is on file. Certain city council members acted like they were angry with what the city manager did & that it would not be tolerated, yet when it came down to their “executive meeting” it was a 5-0 vote that this matter would not be addressed & looked into. I’m making an outcry to the citizens of  Springs at my last attempt to have this at least investigated & not just swept under the rug. I’d like some closure in knowing that I did my part to prevent this from happening to someone else in the future. 

In November of 2020, I received a text from our current city o Springs, Tx,   asking me to come by City Hall & pickup a bag of dog food that he had donated to “For the Love of Paws”. I was also told in this text, “I have a secret to tell you.” I didn’t think much about this secret, as was always sharing information with me about what his plans were for the city of Springs. Upon arriving at city hall,  met me out back of his office & pulled his vehicle next to mine so I could unload the dog food. Mind you, this was in broad daylight around 2pm during  work hours. As I was moving the bag of dog food from his truck to the back of my Jeep, while  was standing behind me watching, I made the comment, “don’t mind all the junk in my Jeep.” replied with, “I don’t mind looking at all the junk in the trunk.” I brushed that comment off as it truly didn’t hit me until I left city hall what he meant by it. After loading the dog food, I thanked & proceeded to get into my jeep to leave.  then said, “Oh, about that secret.” I had totally forgotten about it at that point. So, I said, “Oh yeah! What happened!?”  then proceeded to tell me about this secret. He told he had a dream about me the night before & said his wife woke him up because he was moaning my name over & over. Right at that moment, I felt so uncomfortable. I felt my skin start to crawl & I immediately started to go into panic mode. I froze. kept on with this secret. He said after his wife woke him up, he had to lie to his wife about the dream, not wanting her to know it was a sexual dream he was having about me. He said he had to get up & go sleep in his other bedroom so he could finish his dream. I remember wanting to get into my Jeep & leave as fast as I could. I was in total shock that the city manager, who I thought was my friend, was really telling me this right outside of city hall, where he works. I do believe that the only reason  donated dog food to me that day was to get me to come to him so he could tell me about this dream. I remember I changed the subject very quickly after he was finished. I absolutely in no way entertained anything about what was just said. I told him, “You & your wife should get out of  for a few days. Y’all should go take a drive out to Concan, it’s beautiful over there.” then told me he wanted to go back to Las Vegas. He went on to tell me about how him & his buddies would take a trip to Las Vegas every year & how they’d rent a cabana by the pool & bring in all sorts of young woman to their cabana & party with them. About the time he was finished telling me that, I used the excuse that I had to go pickup my daughter from school. I, again, thanked for the dog food, got in my Jeep & left. As I was pulling out of city hall, I started to cry. The way made me feel was indescribable. I felt sick to stomach. From that day forward, I ignored ALL of text messages & phone calls. I was supposed to babysit his dog the very next day & when  reached out to me to ask if he could drop off his dog, I told him no. I then blocked his phone number & blocked him on social media. It weighed heavy on my mind for a few days until I finally told my husband. The same day I told my husband, he convinced me that I needed to contact our local sheriff’s office & file a statement, in which I immediately did. 

What I want is accountability. Sexual harassment is not to be tolerated in any shape, form or fashion. However, the city officials have chose to ignore this. I want  to be held accountable for the crime of sexual harassment.
