The progress of New Zealand's Parliament is being consistently held back by its most biased and inept Speaker in recent history. He has curbed open debate within the House's chambers and instead paved the way for a Parliament of petty name-calling and potshots. In November 2015, Speaker David Carter refused to make the Prime Minister apologise for unparliamentary statements accusing the opposition of standing up for rapists.
