This is an issue in the city of Hawthorne because this rule limits the age group that is able to volunteer. There has to be a parent or guardian who is over 18 and has taken classes. After the classes, the adult then has to be approved. My solution would be to allow adolescents from ages 15 to 18 to be able to volunteer. In order to be qualified to volunteer, you must have animal experience and have two letters of recommendation talking about how you are with animals and why you should be able to volunteer. If approved then an interview will be appointed and if passed, the person will be able to volunteer.
