North Carolina animal shelters & rescues are overwhelmed with overpopulation of cats & dogs. Many healthy animals are being euthanized for lack of space to properly care for them. North Carolina has the 3rd highest euthanasia rate in the United States. Animal shelters are not being properly reimbursed due to inadequate funding for spay/neuter services. NC.G.S. 19A-68 provides grants to cities/counties from the Animal Shelter Support Fund. Reputable non-profit rescues should be considered for grants given they collect monetary assistance from individuals/businesses to spay & neuter many dogs & cats. Animal Welfare contributes directly with spay/neuter requirements & legislation is needed to address overpopulation. There is no current legislation in N.C. regarding addressing backyard breeders. Lack of such policies are negatively impacting our communities failing attempts to control overpopulation & adds to taxpayers financial burdens. In addition, we demand harsher punishments for criminals that Abuse or Neglect Dogs & Cats.
N.C. representatives have the opportunity to set the precedent for other states & find solutions to their voters’ concerns. As a taxpayer & voter I would like more funds allocated in the budget specifically for spay & neuter procedures. This is an important issue that many people would like to see action taken on immediately. The N.C. Department of Agriculture & Consumer Services and Office of State Budget & Management need to delegate additional funding for spay & neuter procedures in the budget. Increased publicity is needed regarding N.C. Specialized license plates- Animal Lovers “I Care” program that dedicates $20 to fund Spay/Neuter procedures. The majority of taxpayers & voters support this additional allocation of funding. A solution to this growing challenge could be solved through legislative action that addresses “for-profit breeding” & increases spay & neuter funding. As our representatives we desire legislation that enhances Animal Welfare immediately.
