The Issue
Problem
Shelters everywhere are overflowing with unwanted animals and still, a majority or citizens chooses not to fix their animals. Unwanted litters are brought to the shelters again and again.
Solution
To end the circle we need to entice citizens to spay or neuter their animals unless they are a legitimate breeder. I ask to start taxing animal owners of unfixed animals and require breeders licenses for responsible breeders. All of which helps the animals and saves money for the state and cities. To get a breeders license, you should have to apply and prove that you are a responsible owner, have a healthy pet and are breeding responsibly. Litters should be limited. Litters born to unlicensed owners should be heavily fined. To ensure compliance, a call in system can be created for the local animal controls to have a welfare check done. I also propose to make a activated microchip in an animal law, so that owners can get easier identified.
Personal story
I volunteer at the local animal shelter. It breaks my heart to see that so many healthy animals are put down while backyards breeders are still breeding. Everyday I see advertisements on Facebook, looking for a dog to breed theirs with, selling litters and then, hundreds of animals getting re-homed, waiting in rescues or shelters and being put down.
