2025년 11월 발생한 쿠팡 개인정보 유출 사건은 약 3,370만 명의 개인정보가 중국 국적 전 직원의 무단 접근으로 노출된 심각한 사건입니다. 쿠팡의 보안 관리 미비와 초기 대응 지연은 마땅히 비판받아야 합니다.

그러나 한국 정부의 대응은 사건 해결을 넘어 과도한 정치적 압박과 특정 기업 표적 규제로 변질되었습니다. 이는 미국 상장 기업에 대한 차별, 한미 통상 갈등 유발 위험, 그리고 중국 기업에 대한 관대함이라는 명백한 이중잣대를 드러내고 있습니다.

 

첫째, 정부의 조치는 과도한 기업 길들이기입니다. 과거 국내 기업(SK텔레콤 등)의 대규모 유출 사건에서는 과징금과 조사로 끝났으나, 쿠팡 사건에서는 범정부 태스크포스 구성, 영업정지 검토, 매출액 10% 과징금 법안 추진, 특별 세무조사, 창업주 청문회 강제 등 전례 없는 강경 조치가 취해졌습니다. 이는 이커머스 산업 혁신을 위축시키고 소비자 선택을 제한합니다.

둘째, 한미 통상 갈등을 초래할 위험이 큽니다. 쿠팡은 미국 뉴욕증권거래소 상장 기업으로 한국에 대규모 투자와 일자리를 제공해 왔습니다. 그러나 정부의 강경 대응에 미국 측은 강한 불만을 표출하고 있습니다. 트럼프 행정부 측근(로버트 오브라이언 전 국가안보보좌관 등)과 공화당 의원(대럴 이사 의원)이 “미국 기업에 대한 공격”이라 비판했으며, 한미 FTA 공동위원회 연기 가능성과 USTR의 우려도 제기되었습니다.

셋째, 이중잣대가 명확합니다. 국내 기업은 반복된 유출에도 관대한 처분을 받았고, 알리익스프레스·테무 등 중국 플랫폼의 개인정보 해외 이전 위반 및 유출 의혹에는 형식적 경고나 가벼운 과징금으로 그쳤습니다. 미국 기업에만 극단적 규제를 적용하는 것은 공정성을 훼손합니다.

 

이 청원은 개인정보 보호의 중요성을 부정하는 것이 아닙니다. 공정하고 일관된 규제를 통해 글로벌 디지털 경제에서 신뢰를 구축하자는 제안입니다.

To people around the world,

The November 2025 Coupang data breach exposed personal information of about 33.7 million customers in South Korea due to unauthorized access by a former employee of Chinese nationality. Coupang's security shortcomings and delayed response rightfully deserve criticism and accountability.

However, the South Korean government's response has escalated far beyond addressing the incident. It has become excessive political pressure, selective targeting of a U.S.-listed company, and clear double standards that risk U.S.-South Korea trade tensions.

 

First, the actions amount to overreach and corporate targeting. Previous large-scale breaches at domestic firms (e.g., SK Telecom) resulted only in fines and investigations. For Coupang, authorities formed a pan-government task force, considered business suspensions, pushed laws raising fines to 10% of revenue, conducted special tax audits, and forced executive hearings—an unprecedented level of aggression that stifles e-commerce innovation and harms consumers.

Second, this risks serious trade friction with the United States. Coupang is a NYSE-listed company that has invested heavily and created numerous jobs in Korea. The harsh measures have prompted strong U.S. criticism, including from former Trump National Security Advisor Robert O’Brien and Republican Congressman Darrell Issa, who described it as a "campaign of aggression" against American companies. Reports suggest potential delays in KORUS FTA meetings and concerns from the U.S. Trade Representative.

Third, blatant double standards are evident. Domestic companies received leniency for repeated breaches. Chinese platforms like AliExpress and Temu faced data transfer violations and leak allegations but only formal warnings or minor fines, while their market entry was encouraged. Severe treatment for a U.S. firm alongside leniency for Chinese ones undermines regulatory fairness.

 

This petition does not minimize data protection. It demands consistent, fair regulation to build trust in the global digital economy.

We appeal to supporters of free trade, fair competition, and the rule of law worldwide especially in the United States to sign and share this petition. International voices can help ensure balanced and non-discriminatory regulation in South Korea.
