Even though South Dakota has animal cruelty laws to protect animals,the Attorney Generals Office in South Dakota is ok with law enforcement shooting animals if they are accused of having fleas. And as an added bonus to the cops, they don't have to have any proof, they just have to say the animal had fleas.
